Job Summary

This position exists to provide direction and coordination for major service delivery design and implementation in primary substance abuse prevention services, in accordance with state and federal regulations. The duties and tasks of the incumbent include taking responsibility for policy development, planning and implementation of primary prevention services and projects overseen by the Behavioral Health Division. The incumbent is expected to assist local and regional service providers, networks, and coalitions in developing strategies on ways that primary substance abuse prevention services and activities will be funded, managed, delivered, and evaluated statewide. Emphasis is placed upon coordinating activities with the lead Primary Prevention Policy Consultant and the promotion of evidence-based practices, using culturally responsive frameworks and in the areas of substance use disorder (SUD) primary prevention among youth and adults. The incumbent, while reporting directly to a supervisor, will also report on duties as assigned, initiatives, projects, and outcomes to other staff, including supervisors and managers within the division or department. The work of this position will involve participation in the broad-based divisional and departmental efforts to establish goals, outcomes and reforms using a work plan developed between the division’s senior leadership, managers, supervisors, and the incumbent. Duties and cross-divisional assignments are coordinated to reflect a collaborative framework with other BHD staff in the delivery of primary prevention services.

Some more responsibilities include, but are not limited to:

  • The Primary Prevention Policy Consultant has lead responsibility to manage and coordinate the primary prevention services’ contract agreements and related budgets. Activities include but are not limited to financial reporting, invoice review/tracking, financial reconciliation, budget development, purchase order set up, and budget/grant revisions.
  • The Primary Prevention Policy Consultant will develop and present proposals for the reform of the assigned program areas. S/he will assist with the preparation of the Federal Substance Abuse Prevention and Treatment Block Grant (SAPT BG) application relative to the 20% set aside for primary prevention services in consultation with the policy lead. S/he will also be asked to assist in the development of culturally responsive approaches for improving or enhancing primary substance abuse prevention projects. BHD relies heavily on local service providers, networks, and coalitions to support local capacity building as an essential activity of the division. The Primary Prevention Policy Consultant will collaborate with other staff and various partners to introduce and implement SUD prevention initiatives geared toward BIPOC communities in the seven-county metro area and statewide. As a unit and in accordance with our division goals, we are aiming toward a more seamless, culturally responsive, and comprehensive service delivery system. We endeavor to streamline current administrative processes to achieve operational effectiveness and authentic community engagement.
  • The incumbent will serve as one of the lead trainers in the planning and delivery of Substance Abuse Prevention Training (SAPST) training in collaboration with the Regional Prevention Coordinators (RPCs)

Qualifications

Minimum Qualifications

Three (3) years professional experience working for a human services or mental health program.

Experience must clearly demonstrate:

  • Practical knowledge of current substance use disorders prevention service strategies and evidence-based best practices.
  • Strong understanding of core grant management standards and practices that include managing RFPs.
  • Data research skills sufficient to identify best practices, abnormalities and track and present program results.
  • Program management skills that also includes tracking grant budgets.
  • Policy development, implementation, and reform for a diverse set of internal/external stakeholders.
  • Bachelor’s Degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.

**Master’s Degree in social work, psychology, public health, or other related fields may substitute for two (2) years of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Lived experience in a BIPOC community impacted by, or passion and experience working with communities most impacted by substance use disorders.
  • Knowledge of Minnesota’s Behavioral Health service delivery systems.
  • Ability to deliver and train on specific aspects substance use prevention programs.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Advanced degree preferred in social work, psychology, public health, or other related fields.

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
