Job Summary

The Waiver Policy & Compliance Lead is a policy specialist and coordinator for the management of the federally approved waiver plans and amendments for the four home and community-based disability waivers: Brain Injury (BI), Community Alternative Care (CAC), and Community Access for Disability Inclusion (CADI), and Developmental Disabilities (DD). The position is responsible for:

  • Managing state and federal renewals
  • Establishing and implementing approved program parameters
  • Maintaining fiscal and policy directives

The Waiver Policy & Compliance Lead is responsible for high-level and detailed analysis of related state and federal program regulations, initiatives and interrelated state directives and reform efforts. The incumbent develops impact statements, recommends policy directions, and advises management in program policy formulation.

Primary responsibilities of the incumbent include:

  • Coordinate and manage all aspects of the waiver renewals and amendments on BI, CAC, CADI, and DD waivers to assure federal and state compliance and maximize federal financial participation. Direct the activities of consultants, researchers and staff at all levels as they relate to these state and federal programs
  • Recommend changes in policy to effectively meet and pay for long term care services as part of integrated service delivery and purchasing for Minnesota's disabled and aging populations
  • Work with the State Medicaid Deputy Director and staff from Federal Relations on the waiver plan submissions to the federal government. Appear and present at DHS executive staff/management meetings
  • Provide technical expertise and consultation for executive staff, legislators, advocates, service providers and lead agencies

The scope of the responsibilities reaches across the Aging and Disability Services Administration and the Health Care Administration (HCA) and to divisions in other administrations which license and oversee benefits and services to people with disabilities.

Qualifications

Minimum Qualifications

3 years of specialized professional experience with implementing home and community-based services for people with disabilities.

Experience must clearly demonstrate:

  • Knowledge of federal and state law and policies related to service provision and funding for eligible Minnesotans with disabilities and chronic conditions (Minnesota’s or other states Medical Assistance program and federal/state Minnesota’s home and community-based services waiver.)
  • Strong human relations skills to include conflict mediation and negotiation
  • Knowledge of federal Medicaid regulations and requirements
  • Bachelor’s degree in psychology, social work, education, public health or a related field or related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Advanced knowledge of Disability Services Division systems, change and reform initiatives, goals and strategies, including efforts to support/enhance person-centered planning and informed choice.
  • Advanced programmatic knowledge of Medicaid waivers and advanced knowledge of Home and Community-Based Services administration.
  • Five years of related work experience in Home and Community-Based disability waivers; Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Integration (CADI), or Developmental Disability (DD)
