Job Summary

This position will provide direction and coordination of all phases of the grants and contracts process across multiple program lines of Adult Intensive Services - Intensive Rehabilitative Treatment Services (IRTS) including pre-award, award, post-award, monitoring and close out. These must be completed in accordance with state and federal laws, regulations and mandates including Department of Human Services Contracts, Legal and Compliance Division policies and procedures, and Behavioral Health Division standard operating policies and procedures. The incumbent will develop, coordinate, and manage request for proposal processes; draft, execute and manage contract and contract amendment processes; lead grant monitoring efforts including site visits, financial reconciliation, invoice oversight and approval, program, and financial grantee reporting; final close-out grantee evaluation; and consultation/technical assistance with grantees. The incumbent will partner on targeted activities, projects and outcomes with other Behavioral Health Division staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance and consultation to a variety of stakeholders including county and tribal governments, state and community hospitals, jails, public health agencies, treatment and other social service providers, advocacy, and other interested groups. In coordination with the Adult Services Lead, this position will also participate in the annual cost-based rate setting process.

Some responsibilities include, but not limited to:

  • Lead, direct and coordinate all grant and contract processes for the Adult Intensive Services IRTS locked and non-locked grants during pre-award, award, post-award, monitoring and close-out phases of all Adult Intensive Services (IRTS) grants and contracts. Activities include request for proposals, development, and execution; determining; proposal collection, evaluation, selection and awarding processes; contract and contract amendment development and execution; program/project/service reporting development and review; site visit preparation, implementation, and review; grant close preparation, implementation and review including final reporting and grantee evaluation.
  • Lead, direct and coordinate stakeholder and community engagement for current and impending Adult Intensive Services (IRTS) projects and expansion related efforts. Activities include providing technical assistance to locked and non-locked IRTS facilities, resolving issues that may arise when working with stakeholders, leading stakeholder workgroups, encouraging provider engagement and providing presentations regarding project/program/service area.

Qualifications

Minimum Qualifications

Three (3) years professional experience demonstrating expertise with contracts and grants management.

Experience Must Clearly Demonstrate:

  • Understanding of core contract and grant management standards and practices that include managing RFPs and negotiating contract terms.
  • Experience providing support and technical assistance to stakeholders and/or grantees.
  • Budget management skills necessary to track grant budgets.
  • Strong understanding of the Minnesota Behavioral Health care system.
  • Knowledge of roles and responsibilities of county, tribal, state and federal governments regarding community-based treatment services.
  • Ability to work collaboratively with others from different backgrounds and cultures in a variety of settings.
  • Bachelor’s degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.

**Master’s Degree in social work, psychology, public health, or other related fields may substitute for two (2) years of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Skills and experience with project management and contracts or grants management;
  • Experience providing technical assistance and training to grantees and other stakeholders;
  • Experience with evaluating data and financial reports to assess program outcomes and contract compliance;
  • Ability to give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.
  • Knowledge of Minnesota’s Human Services Health Programs and/or delivery systems.
