POSITION SUMMARY:

This is an exempt, administrative position of considerable difficulty ensuring that financial transactions are in conformity with policies, procedures and regulations in order to provide timely accurate information and reports to SLHA management and appropriate outside agencies. Reviews, evaluates and recommends improvements to financial systems for an effective and efficient department operation. Trains and supervises staff in various accounting functions. Schedules staff assignments and monitors work performance.

MINIMUM QUALIFICATIONS:

• Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Accounting, Finance or Business Administration and at least four (4) years of experience in a financial environment, of which included two (2) years of supervisory experience or equivalent combination of education and experience.

• Proficient in modern financial accounting principles, practices, and in computerized accounting systems.

• Considerable skill in oral and written communications.

• Skill in analyzing problems, developing alternatives and in developing and implementing effective strategies.

• Skill in delegating responsibility and authority.

• Ability to read, comprehend and apply complex regulations and policies.

• Working knowledge of budgets, accounts receivable, tenant accounting, cash control, accounts payable, payroll, property control and data entry.

• Ability to understand, interpret and provide staff training on Housing Authority policies, procedures, regulations and practices related to finance.

• Ability to comprehend and provide the staff training for HUD, federal, state and local regulations and requirements pertaining to finance.

• Ability to supervise, schedule, plan and coordinate the work of the Accounts Payable Clerks, Accounts Payable Specialist, and Accountants on a daily basis. Monitors and evaluates work performance of staff supervised.

• Ability to assists in budget preparation, maintains budget compliance and performs budget tracking and reporting functions for the areas assigned. Prepare all budget revisions on a as needed basis.
• Ability to prepare, review and issue reports or other information requested by other Divisions of the Authority. Generate and issue project base budget and expenses to managers. Prepares general ledger entries, property and month end closing process.

• Skill in processing reports or information required by regulation, requirements or contracts with outside agencies. Ensures that financial reports are prepared for HUD semi-annually and annually.

• Ability to resolve problems, arising from policies, procedures, regulations and practice compliance issues.

• Ability to assists in setting departmental goals, objectives and implements activity to achieve those goals and objectives.

• Ability to review, evaluate and recommend improvement to the internal Control System to protect and preserve the assets of the Authority.

• Ability to assists independent auditors on an annual basis.

• Ability to monitor PHAS scores and monthly reporting in conjunction with the Property Management Department.

• Ability to monitor routine operating reserves to ensure that the Authority is working within budget constraints.

• Ability to process recommendations to all audit findings following receipt of final audit report.
