POSITION SUMMARY:

This is an exempt administrative position of considerable difficulty, providing all aspects of financial reporting, and regulatory compliance for certain assigned properties within the St. Louis Housing Authority's public housing portfolio. The position involves trend analysis and budgeting, preparation of financial statements, general ledger analysis of expenses, aged accounts receivable and security deposit accounts. Duties also include bank reconciliations and preparing journal entries.

MINIMUM QUALIFICATIONS:

• Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Accounting and at least three (3) years of experience in corporate or public accounting.

• Proficient in modern financial accounting principles and practices.

• Skill in analyzing problems, developing alternatives and in developing and implementing effective strategies.

• Ability to analyze financial information of assigned public housing portfolio to determine present and future financial performance, identifies trends and recommends improvements accordingly, conducts special studies to analyze financial actions, and prepare recommendations for policy, procedure, control or actions.

• Ability to coordinate with all levels of management to gather, analyze, summarize and prepare recommendations regarding financial plans, trended future requirements and operating forecasts, maintains, reconciles and analyzes accounting and financial records.

• Ability to monitor actual versus budgeted income and expenditures to ensure property is operating in accordance to approved budget and reports variances and recommendations to Accounting Manager and the Director of Finance.

• Ability to generate and review the Aged Accounts Receivable and Security Deposit Reports monthly and compares the balances to the general ledger accounts, analyzes discrepancies and report findings to the General Managers.

• Skill in reconciling bank accounts in accordance with the established schedule, assists with budget preparation of assigned public housing portfolio, upload budgets into the computerized system, assist in the annual write-off of vacated resident's accounts and assist independent auditors as required, as well as any internal or fiscal monitoring.

• Skill in computerized accounting systems; familiarity with Microsoft Office and various accounting software at an intermediate level.

• Ability to comprehend and apply complex regulations and policies.
