PRIMARY PURPOSE:

The Payroll Manager is responsible for supervising the payroll staff and ensuring that District employees receive their pay checks accurately and timely.

All employees of Spring ISD are expected to act with integrity, support organizational goals, communicate in a clear and respectful manner, championing the needs of our students and drive continuous improvement.


QUALIFICATIONS:


Required:

  • Degree in Business/Accounting or a related field from an accredited college or university
  • Three years of payroll experience

Preferred:

  • Bachelors Degree in Business/Accounting or related field
  • Five years of payroll or job related experience
  • Payroll supervisory experience


SPECIAL KNOWLEDGE/SKILLS:

  • Knowledge of local, state, and federal requirements relating to payroll issues and reports
  • Knowledge of payroll accounting and auditing principles
  • Knowledge of standard accounting requirements

  • Strong knowledge of computer applications


MAJOR RESPONSIBILITIES AND DUTIES:

  • Responsible for the day to day operations and the selection, training, evaluation and supervision of payroll staff
  • Prepare the semi-monthly production checklist/calendar to ensure the timely and accurate completion of the payroll process
  • Supervise payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies
  • Ensure accuracy of payroll data input, payoffs and leave calculations, balancing each payroll prior to check disbursement
  • Process voids and manual paychecks as necessary
  • Oversee AESOP for employee leave and substitute pay
  • Coordinate importing and verification of timekeeping data into the financial software
  • Control payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, and insurance
  • Coordinate payroll operations and reports to verify the accuracy of data
  • Process and resolve direct deposit, positive pay, and other banking interactions
  • Interface with administrators, principals, directors, and staff regarding payroll-related issues and assist with the equitable resolution of complaints, concerns, and problems in the area of payroll
  • Work cooperatively with human resources and financial services to process hiring, leave, terminations, and other employment-related issues and ensure proper segregation of duties
  • Perform all other duties as assigned


Quarterly, Fiscal Year-End and Calendar Year-End Duties:

  • Prepare quarterly 941 reports and ensure timely submission to the Internal Revenue Service
  • Ensure accurate and timely compliance with federal and state reports and the issuance of W-2s and 1095s, to include submission to the Internal Revenue Service
  • Responsible for fiscal and calendar year-end closing of the payroll related aspects of the financial software and providing year-end payroll information requested by external auditors
  • Compile, maintain, and file all reports, records, and other documents required, including auditable records


Policy and Procedure Reviews and Training:

  • Create and/or maintain a departmental procedures manual and payroll forms
  • Maintain payroll procedures up to date to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions
  • Prepare and provide training to campus/department secretaries and bookkeepers during annual in-service, monthly round table meetings, and as they are hired
  • Confer with other administrative and technical staff regarding changes and new systems, and participate in developing, implementing, and testing procedures


WORKING CONDITIONS:

The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting and prolonged use of a computer, some lifting, carrying, pushing, and/or pulling. This position will also require traveling within the district. Mental demands: Ability to solve problems and deal with a variety of situations; Interface with all levels of leadership, dynamic environment with changing priorities and occasional irregular hours. Ability to be effective in both oral and written communication and the ability to maintain emotional control under stress. Ability to work independently.
