Sempra Services Corporation is Hiring a Permitting & Compliance Manager Near Houston, TX

Primary Purpose
Supports the Sempra LNG companies and their development teams to identify, develop, coordinate, negotiate, close and manage the permitting and licensing of new or acquired energy infrastructure projects. This includes LNG terminals and liquefaction facilities, pipelines, carbon sequestration facilities, green hydrogen ammonia, etc. Develops strategies and provides team support for the site selection, permitting, licensing, mitigation identification and procurement during all project phases including development, acquisition, construction, operation and decommissioning. Develops and manages FERC applications. Supports Operations, as a "shared service", with similar support for LNG and natural gas storage and pipeline projects including managing the compliance of all the FERC conditions during construction.
Duties and Responsibilities

  • Works closely with project directors, managers and other team members. Primary responsibility is the development of permitting and licensing strategies necessary to successfully obtain all of the required licenses, permits and approvals for all phases of energy infrastructure projects, including acquisition, site selection, development, construction, operation and decommissioning. Analyzes and identifies permitting related opportunities and threats which may impact the project in all of its phases.
  • Identifies licensing strategies and develops assessments of environmental requirements, including environmental compliance, environmental liability and risk, permitting related issues and technology requirements, emissions offset identification and procurement, environmental technology design and support public relations activities.
  • Interfaces with local, state and federal agencies in support of permit related activities.
  • Identifies environmental issues and liabilities associated with the development, construction, operation, and acquisition of assets.
  • Participates in the identification, evaluation and selection of acquisition opportunities and Greenfield projects.
  • Supports and coordinates permitting and licensing related project activities including environmental analysis, development of project specific environmental strategies, environmental permitting and licensing, emissions offset identification and procurement, environmental impact statements, environmental technology evaluation and selection, and as necessary, to provide support for public relations activities and interface with local, state and federal authorities as they relate to environmental issues.
  • Prepares work scopes, bid or arrange for services, and manages permitting contractors and subcontractors to support the permitting process.
  • Performs other duties as assigned (no more than 5% of duties).

Education

  • Bachelor's degree in physical or biological science, engineering, business or related subjects required. Master' degree preferred.

Experience

  • 10 years of related professional experience, with emphasis on energy infrastructure projects including power plant/power generation related projects, LNG projects, pipelines, central plants, and/or natural gas storage, carbon sequestration and hydrogen ammonia. Experience with developing FERC applications and compliance with FERC conditions during construction. Required

Knowledge, Skills and Abilities

  • Extensive travel is required.
  • Must be able to work in a high energy culture with multitasking abilities.
  • Strong computer skills including project management, spreadsheet, database, word processing and presentation software.
  • Must have excellent communication, public speaking and presentation skills.
  • Must possess strong interpersonal and negotiation skills and the ability to manage multiple and complex issues and work independently.
  • Ability to manage contractors, consultants, and other staff effectively.
HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
