The Salvation Army USA Southern Territory is Hiring a Director Of Operations - Fort Worth, TX Near Fort Worth, TX

Job Summary:
Plans, develops, administers and evaluates all residential and nonresidential programs to include scheduling, reporting, record keeping, staff training and development; provides direct oversight of departmental operations which includes maintenance/facilities, billing and finance, and contracted vendors; completes program quality assessments and provides quality improvement recommendations; ensures program managers are monitoring compliance to rules, guidelines and procedures of all programs; writes grants and manages contracts in coordination with Area Command leadership; ensures compliance with The Salvation Army policies and procedures as well as local, state and federal regulations.
Essential Functions:

Supervisory Responsibilities (30%)
Plans, coordinates and directs all operations and program services; plans, directs, recruits, and supervises all assigned staff and volunteers; trains and instructs employees in the proper methods and procedures; conducts performance evaluations & provides salary & hiring/firing decisions.
Administers and monitors all residential and non-residential programs on a day-to-day basis; facilitates leadership and management meetings with program managers and senior staff on a weekly basis; provides instruction and guidance on action to be taken, policies to be initiated and procedures to be followed.
Ensures the integrity and maintenance of all record keeping systems and procedures; conducts random audits to ensure compliance with policies and procedures; ensures the confidentiality of all client files.
Plans, coordinates, and directs program services and all operations support departments; plans, directs, recruits, and supervises all assigned staff; trains and instructs employees in the proper methods and procedures; conducts performance evaluations & provides salary & hiring/firing recommendations.
Program Development, Implementation, and Evaluation Responsibilities (20%)
Plans, develops, and coordinates implementation of all residential and nonresidential programs, departments and activities which results in fiscal stability, programmatic accountability and enhancement of programs and departments.
Provides immediate supervisor in developing and managing of all operations support department initiatives; evaluates effectiveness and recommends changes as needed.
Investigates and facilitates all client or employee grievances and incident reports; compiles reports and reports pertinent information to the Director of Adult and Family Services and/or licensing agencies.
Monitors quality of care through management reports, client staffing and review of all client care related information; makes improvements to program as needed to increase quality of program on ongoing basis
Meets with Director of Adult and Family Services and other management staff regarding situations and problems that arise that need to be addressed; notifies staff of program changes, additions, and deletions; visits with other staff occasionally regarding concerns and program ideas.
Presents to the Director of Adult and Family Services supporting rationale for building and equipment repairs and replacements, furnishing requirements, renovations needed, vehicle needs and security issues.
Interprets and implements new facility policies and procedures as directed by the Director of Adult and Family Services.
Budgetary and Fundraising Responsibilities (30%)
Researches and prepares grant proposals; monitors program funds and expenditures ensuring compliance with program budget; monitors grant restrictions and ensures that program operations comply; prepares, updates and submits grants through proper agency channels in a timely manner.
Prepares specific program budgets, with assistance from program managers, in regard to facility and Salvation Army fiscal management needs, Requests for Proposals (RFP) and grant making; maintains preparedness to adequately interpret to Salvation Army officials and contract personnel as appropriate and needed; makes recommendations to the Director of Adult and Family Programs for fiscal accountability and responsibility regarding program budget requirements; directs programs to operate within budgetary constraints; monitors the client census and program incomes.
Negotiates with contractors on per diem costs, as well as unit costs to operate program.
Approves all payment and requisitions of invoices on behalf of all residential and nonresidential programs; supervises and monitors all center employees; serves as liaison and contact for contracting agencies in issues concerning the Director of Program Services as well as access to facilities.
Researches and prepares grant proposals; monitors program funds and expenditures ensuring compliance with program budget; monitors grant restrictions and ensures that program operations comply; prepares, updates and submits grants through proper agency channels in a timely manner.
Prepares statistical, fiscal accounting and other routine reports on a regular basis; meets deadlines as required by grantors and The Salvation Army.
Conducts random audits and monitors program reports; ensures accurate reporting of data by monitoring client database; plans, develops and implements policy and procedure as it relates to residential/outpatient programs.
Liaison Responsibilities ( 10%)
Represents The Salvation Army Social Services, Adult and Family Programs to the community as a member and participant in a variety of coalitions, consortiums, organizations and network groups; interprets The Salvation Army and all of its services to these groups and to the public.
Advises the Director of Adult and Family Services weekly through personal meetings on policy and administrative issues; identifies social welfare matters, status of all contracts, program and fiscal audits that are scheduled, and discussing all fiscal matters.
Speaks to the media, the United Way, and The Salvation Army Advisory Board, as well as, to civic groups and organizations, agencies, State Officials, and concerned citizens as it relates to Adult and Family Programs.
Advises the Director of Adult and Family Services of community development and trends affecting programs and funding; represents The Salvation Army at community and program meetings; disseminates community developments and trends to the Director of Adult and Family Services for planning and development of new programs to meet changing needs within the community.
Conducts tours of the facility for other Salvation Army personnel who are specifically interested in replication of program and/or building design in other Salvation Army commands throughout the United States and Canada.
Compliance Responsibilities (5%)
Oversees program managers as they conduct all contract and licensing investigations of alleged client abuse, neglect or exploitation; oversees the investigation of all elements of the alleged event, compiles all written reports and responds to contract and licensing agencies.
Monitors all program compliance with Salvation Army policies and procedures, contracts and licensure requirements; conducts random audits and monitors program reports; plans, develops and implements policy and procedure as it relates to residential/outpatient programs.
Assigns preparation schedules and duties to staff involved with audits and program monitoring and holds program directors accountable for exceptions; develops with the program managers a corrective plan of action to address any audit or program exceptions noted during the review for presentation to the funding agent and the Director of Adult and Family Services.
Training and Development Responsibilities (5%)
Encourages and provides staff development programs to increase the professional skills and career development for all employees.
Determines staff training and development needs to comply with contract, licensure, and Salvation Army requirements; coordinates and monitors the development and implementation of staff workshops and training; ensures all staff meet or exceed all requirements for training; maintains records of training curriculum, staff attendance and certification; contacts and seeks approval for training with contract and licensure agencies.
Other Responsibilities:
Reads and processes grievance procedures, requesting program directors to investigate and make a response.
Initials purchase orders and billings.
Meets with vendors or other agency executives.
Reviews internet daily for legislative updates, contract requests for proposals and answers e-mail.
Responds to and answers an infinite variety of issues and questions which are one of a kind inquires that often requires a great deal of research and investigation for answers.
Performs other duties as assigned.

Ability to maintain effective and professional working relationships between staff and professionals in the community.
Ability to discharge the duties and responsibilities consistent with the principles, standards and the Orders and Regulations of The Salvation Army.
Ability to conduct the affairs of this position responsibly, efficiently, and economically, and to motivate the staff to do likewise.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Master's degree from an accredited college or university in Social Services, Business Administration, one of the behavioral sciences, or related field,
And
Seven years progressively responsible experience in coordinating and administering social services programs with at least five years supervisory experience,
And
Ability to pass additional TDCJ background checks.
Certifications:
Valid State Drivers License
LCSW, LPC, or Equivalent (Preferred)
Physical Requirements:
Ability to meet attendance requirements.
Ability to read, write and communicate the English language effectively.
Ability to perform complex mathematical calculations.
Ability to perform public speaking.
Ability and willingness to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) frequently.
Working Conditions:
Work is performed in an office and shelter environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust and the like.
