Reporting to the Chief Human Resources Officer, the Executive Director – HR Operations is responsible for supporting other administrators and department heads, helping them determine how to accomplish their objectives and providing a supportive foundation for organizational success. The position provides collaborative oversight of daily operations for multiple human resources functions.
This leadership position is also responsible for developing, interpreting, and recommending policies, procedures, and course of action for personnel issues according to established policies, guidelines, and sound administrative practices. This position will also be responsible for leading all phases of human resources for assigned functions, i.e. Title IX, employee relations, compensation, talent acquisition, policy, and HRIS.
Primary Duties and Responsibilities
Essential Performance Requirements*
  • In partnership with the CHRO, implements human resources strategies to improve operational efficiencies, meet organizational goals, and implement best practices
  • Identifies the need for changes in policies, procedures, and processes and takes the initiative to implement within assigned area of responsibility, informs others as needed
  • Provides human resources consultations to leaders and employees utilizing a sound knowledge base of human resources theory, research, and practice
  • Interprets Tarrant County College District (TCCD) policies and procedures for internal and external customers
  • Guides internal and external customers regarding assigned functions based on local, state, and federal laws, regulations, and internal policies and procedures
  • Maintains knowledge of industry trends and employment legislation and ensures organization’s compliance
  • Communicates changes in the organization’s personnel policies and procedures and ensures that proper compliance is followed
  • Consults with legal counsel as appropriate on personnel matters, especially legal proceedings, EEOC claims, and internal administrative hearings
  • Provides oversight of assigned human resources functions
  • Recommends, evaluates and participates in staff development for the organization
General Supervision and Management
Responsible for personnel management, evaluation, and development of assigned administrative and professional-level direct reports across multiple functions
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the mission, values, goals, and principles of the College
Supervision
Works under the general supervision of the Chief Human Resources Officer
  • Performs Other Related Tasks as Required

Required Minimum Qualifications
  • Master’s degree in business, management, human resources, or a related discipline
  • Ten (10) years’ working experience related to the Essential Performance Requirements
  • Five (5) years’ working experience supervising human resources teams (e.g., managing, evaluating the performance of others)
Preferred Qualifications
  • Progressive leadership experience working in human resources in the higher education environment
  • Knowledge of Texas employment laws and regulations, especially those related to institutions of higher education.
  • Experience in employee relations-related coaching and counseling of supervisory personnel
Knowledge, Skills and Abilities
  • Knowledge of current federal, state and local laws related to the assigned functional areas
  • Skilled in excellent customer service and interpersonal skills with diverse populations
  • Skilled using computerized applications and enterprise systems, including word processing, spreadsheet, and presentation software
  • Skilled holding assigned personnel accountable for performance, conduct and attendance goals
  • Skilled in policy and procedure interpretation, development, implementation, and training
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to meet departmental deliverables
  • Ability to focus on tasks and handle frequent interruptions and changes in priorities
  • Ability to communicate effectively in both written and oral formats
  • Ability to organize, analyze and prioritize work of self and direct reports
  • Ability to exercise practical judgment, sensitivity, creativity to changing needs and situations
  • Ability to effectively present complex information to diverse groups and individuals
