JOB DESCRIPTION
Summary
The Environmental Health and Safety Technician designs effective methods for measuring safety in the workplace and maintains the company Safety Management System. In addition, the EHS Technician conducts environmental testing, environmental and safety inspections, employee audiometric tests, employee random drug tests, DOT MSHA and OSHA compliance duties.
Functional Responsibilities
Ø Exhibit a strong work ethic with the ability to take direction and work in a team setting and independently.
Ø Adhere to Permian Basin Materials Code of Conduct and company policies.
Ø Coordinate site monthly inspections of PBM workplaces to assure safe and healthful conditions for workers. Assist site management in preparing appropriate reports for reference and ensure action items are completed.
Ø Coordinate quarterly inspections conducted by the safety department at all locations. Ensure action items are closed in a timely manner.
Ø Work in conjunction with the EHS Manager to ensure the development, implementation and updating of required written safety and health programs and plans including Hazard Communication Program, Exposure Control Program, Hazzard Assessment & Personal Protective Equipment Program, Respiratory Protection Program, Chemical Hygiene plan, Hazard Communication Program, Lockout/Tagout, Confined Space Entry Program, and Emergency Action Plan.
Ø Conduct required annual environmental training.
Ø Monitor lost-time, restricted-duty injuries/illnesses and worker’s compensation claims.
Ø Conduct annual noise and respirable dust surveys for both MSHA and OSHA locations.
Ø Act as liaison for the Silica Dust sampling program.
Ø Conduct audiograms for all employees as needed.
Ø Perform company random and for cause drug testing, ensure chain of custody is maintained and monitor company drug results.
Ø Identify PBM safety training needs and aid in development of safety training programs.
Ø Participate in developing annual PBM environmental, safety and health goals.
Ø Advise plant operations personnel of relevant regulatory changes with which the plants must comply and give adequate notice so compliance can be affected by the regulatory deadline.
Ø Assist management and supervisors in investigating minor accidents and developing measures to prevent reoccurrences.
Ø Attend employee doctor appointments and exams as needed. Gather all required Workers Comp paperwork and upload it to the PBM Safety Management System. Make notification to insurance and HR Manager.
Ø Assist EHS Manager with development, implementation, and maintenance of the safety management system and other safety databases and software suites.
Ø Assist in development and maintenance of all required environmental planning and permitting.
Ø Schedule and conduct monthly inspections of PBM housing to ensure safe and healthful conditions for tenants.
Ø Inspect for cleanliness of housing facilities and schedule cleaning as needed.
Ø Coordinate repairs and maintenance as needed.
Ø Maintain accurate records of employees living in company housing.
Ø Conduct check-in and out inspections.
Ø Ensure all required housing agreement documentation is completed and on file with Human Resources.
Ø Assign and ensure action items identified in housing inspections are closed in a timely manner.
Ø Work in conjunction with the EHS Manager to ensure the development, implementation and updating of required written housing programs and plans including inspection and documentation.
Ø End user of Safety Management System.
Ø Maintain accurate list of all required employee training, notify mangers of expired training for employees. Coordinate task training as needed.
Ø Track safety meeting attendance.
Ø Schedule Monthly Safety meetings as requested.
Ø Have a thorough understanding and knowledge of NFPA Codes and Standards.
Ø Maintain DOT files including DQ records and pre-employment records.
Ø Maintain / repair driver safety systems including tablets and in cab camera systems.
Ø Conduct driver MVR checks.
Ø Maintain accurate records regarding employee health and safety (Pandemic Preparedness).
Ø Conduct environmental sampling both water and air as needed.
Ø Perform any other job duty, task or responsibilities required of this job. May change at any time without notice.

EXPERIENCE/TRAINING/CERTIFICATIONS
Ø Minimum of a High School diploma or equivalent
Ø Associates / Bachelor’s degree in Health or Safety and/ or 3 or more years of Safety and Health experience or equivalent preferred
Ø Industry recognized certifications and/or qualifications relating to safety and health preferred – Not limited to; OSHA 500/501, MSHA Trainer, and DOT Auditor. Other certifications a plus CSP, CMSP, CSHO, SHEP, CHST, CAOHC.
Ø English/Spanish bi-lingual preferred
Ø Valid Driver’s License
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
Ø Candidate must be drug free.
Ø Position requires moderately strenuous physical work.
Ø Must be able to:
o Lift and carry up to 50 pounds from floor to 3’ – 5’ frequently,
o Sit or stand for extended periods of time,
o Travel safely while walking over uneven terrain, roads, and pavement,
o Use hands and fingers to operate computers and other office machinery,
o Effectively communicate in verbal and written formats with internal and external personnel, clients, and vendors,
o Wear proper protective equipment including hard hat, safety glasses, high visibility clothing, steel-toed boots, and gloves,
o Observe all company Safety policies on company premises and while operating heavy construction machinery,
o Occasionally work in extreme hot and cold weather conditions,
o Work safely in wet, muddy, and slippery conditions occasionally,
Ø Environment will vary from outdoors with varying noise levels and vibrations associated with construction equipment, and exposure to building materials, dust, and dirt at operating sites to a normal office environment.
