Office of Legislative Counsel is Hiring an INFORMATION TECHNOLOGY SPECIALIST I Near Sacramento, CA

Job Description and Duties

Under the general direction of the Information Technology Manager I, the incumbent will act as a network engineer within the Network Engineering Services Section, performing analysis on complex network problems and enhancements. The Network Engineering Services Section is responsible for providing the best innovative and reliable network services to support the business needs of the OLC and the State Legislature. The incumbent will perform as a project lead and/or team member on cross-divisional teams responsible for moderately complex projects. The incumbent will provide expert-level knowledge on the use of current networking technologies, hardware and software design, networking tools and protocols, and the use of maintenance principles for network systems and infrastructures. The incumbent will provide oversight responsibilities to monitor the functionality and performance of complex network systems ensuring that problems are resolved in a timely manner. The incumbent will work in a team environment and must have excellent verbal and written communication skills. The typical work day is 8:00 a.m. to 5:00 p.m. The incumbent is expected to be available during business hours and will be required to carry an office cellular phone. However, work hours may involve working extended hours (evenings, weekends and on-call hours) as needed based on business needs.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • 5 years of experience in performing administration, configuration, installation, deployments and design on enterprise networks
  • Thorough working knowledge of network technologies, standards and topologies
  • Experience with network hardware components and software management tools
  • Experience in support and/or administration of enterprise network systems, such as firewalls, switches, routers, VPN gateways, and wireless networks
  • Experience in support/administration of cloud virtual networks such as AWS and Azure
  • Knowledge of load balancers such as Citrix NetScalers, F5, AWS ELB, and Azure
  • Experience with network troubleshooting and monitoring tools such as SolarWinds Orion, Junos Space, and Wireshark, Gigamon
  • Knowledge of information technology and trends sufficient to advise customers and staff in their use
  • Knowledge of Enterprise Network Architecture and High Availability Design
  • Knowledge of project management practices to ensure projects stay on schedule and appropriate action is taken when problems occur
  • Ability to act as a team contributor on projects involving complex architectures and system configurations
  • Ability to positively influence others to achieve results that are in the best interests of the organization
  • Cisco CCNA or CCNP certification
  • Knowledge of Juniper JNCIA, JNCIS, or JCNIP, FWV highly preferred
  • Ability to create a service-oriented culture among organizational entities and staff to provide a high level of service to customers
  • Demonstrated ability to resolve problems in a quick and efficient manner
  • Ability to execute precise actions through appropriate communications and change controls
  • Ability to assimilate new complex technologies quickly, match the technologies to business requirements, and disseminate detailed technical information to appropriate audiences effectively
  • Demonstrated ability to perform complex, detail-oriented network infrastructure administration and support tasks

Your Responsibilities
