Department of Social Services is Hiring an INFORMATION TECHNOLOGY SPECIALIST III Near Sacramento, CA

The California Department of Social Services’ (CDSS) Information Systems Division (ISD) has an amazing opportunity for an Information Technology Specialist III (ITS III) to join our innovative and dynamic Enterprise Architecture team and make a difference in many Californians’ lives. Under the administrative direction of the Chief Technology Officer, the IT ITS III will act independently in a highly complex technical specialist position and will lead the department's enterprise architecture capability. The ITS III will work closely with program and technology teams to document business capability goals and identify strategies for closing technology gaps to meet those goals.
The following includes the essential duties and/or responsibilities of the ITS III position:
  • Leads, plans, organizes, directs, monitors, and controls the most complex activities of the CDSS’s Enterprise Architecture capability. Develops and maintains policies, processes, standards, and procedures as they relate to EA.
  • Leads the Architectural Review Board and works with the members and ISD Leadership to evaluate proposals and recommend appropriate solutions. Develops tactical plans to help meet and establish goals and objectives to support CDSS’s priorities as established by the Architectural Review Board.
  • Facilitates the development, management, and governance of current and future state enterprise architectures (i.e. business, data, service/application and technology) based upon strategic business direction.
  • Defines high-level migration plans to address the gaps between the current and future state plans, ensures alignment with the IT budgeting or other capital planning processes.
  • Ensures that solution design reinforces CDSS business functions in an efficient and effective manner.
  • Conducts independent research of emerging technologies for use in meeting CDSS needs or increasing efficiency of existing processes.
  • Coordinates and participates in the most complex technical software configuration management and maintenance of system environments.
  • Reviews requirements and design documents, making key decisions associated with the technical aspects of the project.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Bachelor’s degree in Computer Science, Information Technology, or a closely related field.
  • Ten years of experience in an enterprise architecture function, with 2 years of experience in a lead capacity.
  • Expert level experience producing enterprise architecture documentation: business capability diagrams, systems architecture and interfaces, data model diagrams, configuration management documents, etc.
  • Demonstrated ability to work closely with business and technology teams to develop technology road maps for solution implementations.
  • Work experience in a technology focused area such as application development or information technology infrastructure.
  • Three years of experience designing and delivering solutions and integration architecture in cloud environments.
  • Experience in a lead or supervisory role.
  • Experience participating, or ideally, leading, an Architectural Review Board/Committee.
  • Strong emotional intelligence and communication skills.
  • Strong analytical skills.
  • Strong understanding of enterprise architecture concepts, design patterns, modern web services and mobile app development, and the cloud infrastructure that powers them.
  • Strong knowledge of, and experience with, Agile and project management best practices.
  • Ability to think critically and approach problems with creativity, while using a variety of analytical techniques to resolve said problems.
  • Ability to analyze information, situations, data, and complex business systems; identify problems; reason logically and creatively; draw valid conclusions; and develop effective solutions.
  • Ability to research, evaluate, and design architecture for emerging technologies that may become necessary to support the organization's business and long-term strategic plan.
