The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. For more information about MTC, visit www.mtc.ca.gov.  
This position will be filled at either the Junior or Assistant level. The Financial Analyst will support the administration of banking, investments, and debt for the MTC Treasury Department. This position will provide administrative and accounting support for treasury operations, including preparation of journal entries, reconciliations, processing electronic funds transfers, maintaining banking records, preparing reports, and processing and monitoring various fees and interest payments. The position will involve providing support in working with banks, investment brokers, and auditors during the fiscal year-end financial audit. The Analyst may also work on special projects and other tasks as assigned.
All employees at MTC are classified as Disaster Services Workers.The ideal candidate will have the following knowledge, skills and abilities: 
Knowledge of :
  • Basic accounting principles and internal controls
  • Computerized financial reporting and transaction systems
  • Methods and techniques for record keeping and report preparation
Skills and Abilities
  • Examine and verify financial documents, reports, and transactions
  • Gather, organize, analyze, and interpret financial data
  • Review and reconcile financial accounting discrepancies quickly and accurately
  • Excellent Excel skills
  • Experience in treasury operations and/or financial modeling a plus
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
 
JUNIOR FINANCIAL ANALYST
Education: A bachelor's degreefrom an accredited college or university in an appropriate field related to the area of assignment such as accounting, business administration, finance or related field. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.) 
Experience: One year of professional experience in treasury, governmental budgeting, governmental fund accounting, or similar field.
 
ASSISTANT FINANCIAL ANALYST
Education: A bachelor's degreefrom an accredited college or university in an appropriate field related to the area of assignment such as accounting, business administration, finance or related field. A master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.) 
Experience: Three years of increasingly complex and responsible professional experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as a Junior Financial Analyst in MTC.
 
PREFERRED EDUCATION & EXPERIENCEBachelor’s degree in business, preferred concentrations in finance, accounting or related field; and three years of increasingly complex and responsible professional experience in accounting, finance or budgeting with experience in banking, accounting and creating complex spreadsheets.
License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.Specific duties and responsibilities include, but are not limited to, the following:  
  • Prepare journal entries to be posted to the general ledger
  • Monitor bank account balances and review transactions
  • Process electronic funds transfers 
  • Maintain banking records 
  • Monitor cash flow needs 
  • Ensure proper settlement and recording of investment transactions
  • Ensure the investment database is accurate and up-to-date
  • Prepare bank reconciliations
  • Generate reports on investment rates and opportunities
  • Process fee payments and monitor purchase order amounts
  • Generate memos and reports for committee meetings
  • Update various financial reports
  • Calculate interest amounts for investments and debt payments
  • Provide support for the fiscal year-end close and financial audit
  • Opportunity to provide input in the development of new strategies and new ways of approaching business challenges
  • Perform other job-related duties as required or assigned by the Section.
HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location. This position will require that you be in the office at least one day per week and also on an as needed basis.
