JOB TITLE:Manager, Compute Services 
SALARY RANGE:$156,275 - $184,456 
HAY POINTS:805 
DEPT/DIV: Office of IT Infrastructure/Operations
SUPERVISOR: Director, Server & Storage Operations
LOCATION: Downtown Manhattan or Queens 
HOURS OF WORK: 8:00am - 4:30pm (7.5 hours/day) or as required
This position is eligible for telework which is currently two days per week. New hires are eligible to apply 30 days after their effective date of hire.
Summary:
This position is responsible for managing compute operations services (server and cloud). This position implements strategies for the selection, deployment, maintenance, and support of a broad range of IT server components. This position is responsible for the day-to-day operations of compute resources operations and directs and plans all activities pertaining to hardware and storage resources support.
Responsibilities:
  • Manages and supervises the resources supporting the server operations in the various locations throughout the MTA.
  • Provides daily interface and liaises between TIS and Operating Divisions. Provides leadership, direction, policy, and standards for remote and local support of Computer- and Technology- related Operations.
  • Ensures leadership and direction that the computing services meet the customer’s requirements while keeping in mind the overall goals of the MTA.
  • Directs and plans all activities pertaining to hardware support, maintains the administration of hardware equipment to ensure the effective, efficient, and secure operation of all servers.
  • Ensures firmware levels of the various hardware components are kept current. Ensures software fixes and anti-virus patches are applied to prevent equipment from being rendered inoperable.
  • Coordinates resources and solutions for specialized and intractable technical problems. Develops and nurtures a cross functional rapid response team and escalation support process.
  • Operates as a Subject Matter Expert across a broad range of server-related issues, within MTA and to external parties.
  • Oversees the execution of disaster recovery and contingency plans for compute resources.
  • Possesses vast knowledge of the capabilities and constraints of technologies supported to continually improve system effectiveness and efficiency. Demonstrates strong understanding of the current and future technology infrastructure architecture, including the inter-operability of technologies.
  • Develops RFPs/RFIs and leads contract terms and conditions negotiations with vendors and procurement in consideration of the needs of the business.
  • Establishes systems to monitor compliance with architectural standards and to ensure technical integrity.
  • Interacts with major providers at the technical expert level to address mission critical issues, evaluates ongoing vendor service level and monitors SLAs and penalties.
  • Takes ownership of selected high-profile, mission critical infrastructure projects, tools, and services.
  • Oversees the design, installation, configuration, and maintenance of the physical IT server hardware infrastructure components.
  • Oversees technical security of the IT infrastructure (e.g., monitoring and managing access controls/operating systems/database servers, and taking proactive measures against potential cyber threats).Enforces defined security protocols, manages access controls, ensures compliance to security standards, and assists the handling of security incidents.
  • Oversees the installation and configuration of operating systems, databases, and utilities according to organizational requirements. Conducts regular monitoring of infrastructure components and tunes them for optimal performance. Identifies, troubleshoots, and resolves performance issues within the hardware/software environment.
  • May oversee between 10 and 20 staff. Provides direction, feedback and coaching as needed.
  • Travel may be required to other MTA locations or other external sites.
  • May need to work outside of normal work hours supporting 24/7 operations (i.e., evenings and weekends).
  • Performs other duties and tasks as assigned.
  • Provides technical advice to project teams and mentors less experienced staff to foster talent development.
  • Observes the work performed by the contractor.
  • Reviews invoices and approving them if the work has contractual standards.
  • Addresses performance issues with the contractor when possible.
  • Escalating issues to other parties as needed. 
  • Regular and reliable attendance is expected and required.

  • Expert in designing small and large-scale OS deployment and upgrade strategies for diverse environments, including automation and customization.
  • Expert in creating patch management policies and overseeing their implementation across large networks.
  • Expert in developing performance monitoring frameworks that provide deep insights and proactive solutions.
  • Expert in defining resource needs for projects and operational tasks.
  • Expertise in designing comprehensive infrastructure security frameworks and leading organization-wide infrastructure security initiatives and compliance.
  • Expert in server architecture design, performance tuning, and high-level troubleshooting across multiple platforms.
  • Expert in orchestrating major upgrade initiatives, including testing and validation processes, for large-scale environments.
  • Expert knowledge of various server hardware components, backup systems and network storage to troubleshoot complex hardware/software issues.
