Management Solutions Inc. is Hiring a Remote Business Development Director

What you will do: The Business Development Director will be tasked with expanding MSLLC’s growing program portfolio. The individual will be a part of the executive leadership team and will be responsible for defining MSLLC’s strategy and driving MSLLC’s future products and services roadmap. The Business Development Director will also work with each of the Management Solutions program managers and Senior Director of Operations to achieve their year-over-year program growth goals. This is a hybrid position working out of our Knoxville office. This position will work Eastern time zone hours. Travel involves a monthly 2–3-day trip to a client site or an industry event/conference. Candidates in the Southeastern U.S. will be given priority.The DOE Business Development Director will be responsible for executing Management Solutions’ Business Development strategy, including identifying and leading capture efforts for all DOE pursuits, leveraging Management Solutions set aside statuses to gain access to new customers and opportunities, and growing Management Solutions existing portfolio. The chosen candidate will be expected to lead by example and mentor and develop others in his/her role as part of the management team. Additionally, MSLLC will provide the candidate insight into other service offerings within MSLLC, giving him/her the ability to identify potential opportunities to deliver comprehensive solutions to clients.Responsibilities Portfolio ManagementResponsible for YoY organic growth for each program, as well as additional growth through new awards, identifying and leading capture efforts across the following areas:
  • Tier 1 Opportunities
  • Tier 2 Opportunities
  • Other Opportunities
  • Sole-sourced awards.
  • Partner with CEO to drive agency strategy.
  • Implement agency strategy.
  • Responsible for DOE and USACE Agency KPIs, such as revenue goals, client relationship activity, backlog, and pipeline, as well as additional pursuits and teaming opportunities
  • Lead the account planning processes and meetings for all DOE, USACE, and other accounts.
  • Regularly conduct market scans to refine and evolve MSLLC’s DOE strategy and relevant business lines.
  • Work closely with Program Managers to support account operations and drive account growth.
  • Develop and manage DOE central client communications globally (e.g., client newsletters, value scorecard, event invites, conferences)
Client Management and Business Development
  • Extensive DOE experience with a wide range of contacts at multiple DOE sites and at DOE headquarters
  • Proven track record of portfolio development and growth
  • Builds deep knowledge of DOE, its strategic goals and business needs.
  • Leads business development team in identifying and developing relationships with key client stakeholders; develops and executes client relationship strategy and power maps.
  • Identifies opportunities to engage with target clients and collaborates with Practice Leads and/or offering leaders on driving solutions to market.
  • Owns and manages select client relationships, as identified by Management Solutions
  • Drives relationship programs to develop consistent, value-add client experiences and achieve excellent CPARS.
  • Actively develops, delivers, and improves products and services deployed across DOE, creating sticky, differentiated offerings.
  • Plans and monitors client feedback program and win/loss reviews to generate key client insights, as appropriate assists with client feedback interviews.
  • Promotes pursuit excellence and leads WIN strategy on proposals.
  • Determines, drives, and ensures distribution of thought leadership across DOE account portfolio, including serving as a thought leader at DOE industry events and conferences.
  • Drives integrated service line planning and activity across agency programs.
  • Acts as subject matter expert and coaches subordinates on Management Solutions’ capture and business development processes.
Qualifications…
  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
  • 10 years of government contracting, procurement and business experience, specifically with at least 5 years as a proposal manager.
  • Bachelor’s degree in business administration or related field; MA in writing rhetoric, MBA or JD preferred.
  • Proven ability to build trusted relationships, both internally and externally.
  • Demonstrated success in DOE capture management.
  • Demonstrated success in federal contracting.
  • Experience selling services in the federal space.
  • Existing relationships within DOE.
  • Strong analytical and quantitative skills, ability to review reports, interpret data and identify trends, a healthy sense of curiosity.
  • Time Management skills – ability to meet deadlines, prioritize and manage projects to the end.
  • An executive presence; energetic and engaging style
  • The ability to work collaboratively in a dynamic team-oriented environment.
  • Experience in leading successful capture strategies for Cost Plus Fixed Fee, Cost Plus Incentive Fee, T&M, Firm Fixed Price, and IDIQ Federal contracts.
  • Understanding of Time and Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), Blanket Purchase Agreement (BPA), Sole Source and Government Wide Acquisition Contracts (GWAC) contracts are required.
  • Security clearance or ability to obtain.
  • Military veteran preferred.
  • Experience working with finance teams to develop competitive pricing models and narratives for winning proposals.
  • Knowledge of GSA contracts and small business set aside programs is helpful.
