Regional Human Resources

Job Summary

The Regional Human Resources is responsible for the overall financial operations. The ideal candidate will have a passion for elder care, a strong understanding of human resources, and a commitment to providing quality care to our residents.

Responsibilities

  • 1. Administrative Functions

a. Respond timely to request and/or audits from Corporate Operations Team or Regional Director of Operations.

b. Organized and time management skills with prioritizing.

c. Assist in planning, developing, organizing, implementing, evaluating, and directing the Human Resources Director. (e.g., developing Human Resources policy manuals, employee job descriptions, performance evaluations, etc.)

d. Ensure that written job descriptions and performance evaluations for each staff position in accordance with pertinent laws governing job positions.

e. Assist in determining departmental staffing, evaluate employee performances, and make recommendations to the Corporate Operations Team or Regional Director of Operations concerning wage and salary adjustments, hiring, terminations, transfers, etc.

f. Maintain confidentiality of all pertinent employee information in accordance with the Privacy Act, as well as our Facility’s established policies governing the release of information.

g. Consult with human resources directors concerning the staffing of their facilities, eliminating and correcting problem areas, and improvement of services.

h. Oversee and develop, implement, and maintain an adequate personnel record filing system that meets the needs of the Facility and complies with current employment practices.

i. Ensure that the Facility complies with current applicable federal and state employment regulations regarding wages, overtime, work hours, workers’ unemployment compensation, etc.

j. Ensure hiring and discharge procedures comply with established policies and procedures.

k. Assist the Facility in developing personnel policies.

l. Interpret facility policies and procedures to personnel, residents, visitors, etc., as necessary or required.

m. Represent the Company at and participate in meetings, as directed.

n. Assist in standardizing the methods in which work will be accomplished.

o. Ensure new personnel are oriented to the Facility and explain personnel policies, procedures, payroll procedures, safety and smoking regulations, grievances procedures, etc., as established in our operational policies and procedures.

p. Make written and oral reports and recommendations to the Corporate Operations Team or Regional Director of Operations concerning personnel needs, problem areas, etc., as deemed necessary or appropriate.

q. Perform administrative requirements such as completing necessary forms, reports, etc., and submitting to the Corporate Operations Team or Regional Director of Operations, as required.

r. Assist in preparing daily information relative to the posting of nursing staff numbers including participation in staffing meetings.

s. Ensure payroll processing is completed in a timely and accurate manner.

t. Administer salary and wage administration to ensure compliance and equity within the organization.

2. Personnel Functions

a. Assist in the recruitment, selection, and training of competent personnel in Human Resources positions.

b. Hire personnel in accordance with established hiring practices.

c. Coordinate and establish procedures related to pre-employment tests, physicals, X-rays, HBV vaccinations, etc., as outlined in our Human Resources policy manual.

d. Process (or, when applicable, assist Payroll clerk in processing) all newly hired personnel information and all change of status data.

e. Ensure that employee licenses and certifications are up to date and on file.

f. Ensure that nurse aide data is verified or submitted to the Nurse Aide Registry on a timely basis.

g. Oversee and monitor Worker Compensation claims and coordinate work between employees and the insurance carrier. Ensure OSHA recordings and posting are complete.

h. Counsel and discipline personnel, as requested or as necessary.

i. Audit and maintain attendance records and records of counseling, warning, and other disciplinary action taken against employees.

j. Audit employee FMLA and other leaves of absence (as applicable.)

k. Conduct investigations into employee allegations of abuse.

l. Terminate employment of personnel when necessary, documenting, and coordinating such actions with the Administrator and Regional Director of Operations.

m. Conduct exit interviews.

n. Oversee and monitor unemployment claims and assist the Facility with appeals.

o. Maintain a good employee relations program that serves the best interest of the Facility and community alike.

3. Staff Development

a. Attend and participate in workshops, seminars, etc., to keep abreast of current changes in the long-term care field, as well as to maintain a professional status.

b. Attend and participate in Facility mandatory in-service training programs as scheduled (e.g., OSHA, TB, HIPAA, Abuse Prevention, etc.).

Qualifications

  • Bachelor's degree in business administration, human resources, or a related field preferred
  • 5 years of experience in human resources preferred
  • Strong understanding of human resources
  • Excellent communication and interpersonal skills
  • Ability to work independently and as part of a team
