POSITION OVERVIEW:
Reporting to the Chief Operating Officer, this position oversees the outpatient program, including the direct reports and clinical supervision of behavioral health professionals, case managers, peer support staff, and any additional clinical outpatient staff. Acts as an advocate and facilitator, overseeing basic outpatient operations and supervising outpatient facilitation. Utilizes a holistic, family-centered approach, assesses, plans, implements, monitors, and evaluates actions required to meet the family’s needs. Also acts as an advocate and provides case management and group facilitation crisis intervention for families that may include addiction recovery support and mental health services with a focus on Neonatal Abstinence Syndrome. Ensures that outpatient program is compliant with regulatory requirements and is always survey ready.

· Outpatient program quality outcomes: as defined by QAPI team.
QUALIFICATIONS/COMPETENCIES:
QUALIFICATIONS/COMPETENCIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
· In accordance with the vision, mission, and values of Hushabye Nursery, this role is responsible for overseeing, providing, and coordinating quality care and services that meet the needs of persons served.
· This role serves with a primary responsibility of ensuring quality and the realization of program sustainability, supported by the development of policies and procedures, planning and implementation, and supervising direct care providers to outpatient clients and family members.
PROGRAM COMPLIANCE/EFFICACY
· Maintains an updated understanding of CARF, ADHS, and AHCCCS regulations and ensures the program is compliant with regulatory requirements and survey readiness.
· Utilizing data from EMR, continually evaluates program for program effectiveness, reports outcomes and recommendations for improvement to QAPI team.
· Adheres to professional standards, rules, and regulations.
· Reviews and updates Outpatient related policy procedures to ensure accurately reflect regulatory requirements.
PROGRAM MANAGEMENT
· Manages, supports, and directs the activities of outpatient staff, creating functional tactics and specific objectives to generate demand for inpatient care, achieve outpatient care and service delivery, and executive strategy.
· Oversees entire process from client admission through discharge, ensuring CRM is utilized appropriately and client census is accurate.
· Ensures that all services are conducted in a supportive, trauma-informed, compassionate, and non-judgmental manner that is sensitive to the patient’s and family’s diversity, preserving their autonomy, dignity, and rights.
· Completes chart audits per policy and coaches/holds staff accountable on identified areas of opportunities.
· Advocates, models, and supports implementation of agency and community-level initiatives around trauma-informed care practices, policies, and procedures.
· Develops effective working relationships and positively represents Hushabye Nursery in all interactions with key community partners.
· May require flexible hours to include some evenings, weekends, and/or on-call coverage.
· Completes required orientation and continuing competencies as required by policy and procedure.
· Any other duties as assigned.
BILLING
· Works with third-party biller and ensures billing for Outpatient service delivery is timely, accurate, and meets regulatory requirements.
· Prepares billing reports and sends them to third-party billers to process.
· Ensures that Outpatient staff are prepared to attend and discuss client updates at regularly scheduled payor meetings.
SUPERVISION
· Oversees the recruitment, hiring, onboarding, ongoing training, clinical supervision, and credentialing of unlicensed staff and partners with licensed staff to coordinate and facilitate ongoing behavioral-specific training opportunities.
· Oversees the scheduling, assignments, and daily workflow of the Outpatient Department.
· Provides constructive and timely performance evaluations.
· Handles discipline and termination of employees in accordance with Hushabye Nursery policies and procedures.
KNOWLEDGE, SKILLS, AND EXPERIENCE:
· Effective communication, organizational, and time-management skills.
· Background in health care, social work, mental health, and/or substance use.
· Problem-solving skills and ability to multi-task.
· Must be passionate about treating families who are struggling with substance abuse.
· Distinct ability in the supervision of individuals working with aligned lived experience and in recovery themselves.
· Excellent written and verbal communication skills.
· Ability to build rapport with clients and employees.
· Ability to remain calm in crisis situations.
· Strong leadership qualities.
· Strong knowledge of organizational techniques.
· Strong ability to problem solve employee-related issues.
· Experience working with Medication Assisted Treatment, Opiate Use Disorder, Substance Use Disorder and Department of Child Safety preferred.
· Expert knowledge of case management and healthcare management principles.
· Experience working with transdisciplinary health teams.
· Ability to help foster a trauma-informed, inclusive environment for all mothers, families, and support systems.
· Understanding of CARF, ADHS, and AHCCCS requirements for Outpatient Behavioral Health required.
· Current AZ DPS Level 1 fingerprint clearance.
Requirements
EDUCATION (MINIMUM REQUIREMENTS):
· Meets criteria for ADHS definition of Behavioral Health Professional (BHP): i.e., Psychiatrist, Psychologist, Licensed counselor, Licensed Marriage and Family Therapist, Licensed Social Worker, Licensed Substance Abuse Counselor, Licensed Behavioral Health medical practitioner.
· Currently active listing with Clinical Supervisor Registry and maintains required clinical educational hours pursuant to A.A.C. R4-6-214 to remain active with registry.
· Minimum three years of progressive leadership experience in Beh Health.
