Job Summary:

Under the direction of the Adult System of Care Program Administrator, this position will be responsible for projects of considerable difficulty such as conducting special and administrative studies; developing cooperative work relationships with stakeholders; developing clear, concise, and thorough work plans, statistical analysis of data, conduct service system research by applying appropriate methods to identify critical areas to improve outcomes for Adult Medicaid members and Integrated Care systems. This position will report and disseminate findings that support program planning and decision making; development of data collection strategies and develop initiatives and programs to enhance integrated behavioral health and physical health care management and monitoring.

Major duties and responsibilities include, but are not limited to:
• Completes comprehensive analyses of services and programs, evaluating factors affecting services and implementing proposals and plans for system improvements. This includes participating and/or acting as a lead for activities involving the review and evaluation of member concerns, assessing system gaps and the current practice of contractors and providers to identify corrective actions and formulate solutions to improve the quality of services offered and rendered within the AHCCCS Managed Care network and public health care system.
• Conducts and/or participates in behavioral health program and project evaluation, including presentations of analyses stemming from the program and project evaluation(s). This includes participating and/or acting as a leader for completing Managed Care Organization deliverable review, monitoring activities, and providing technical assistance to contractors and providers. This position will serve as the agency subject matter expert on current Evidence Based Practice behavioral health services and assessment tools including, but not limited to: the ASAM continuum and criteria and the LOCUS.
• Conducts literature reviews and engages in collecting background research related to analytical methods, data presentation methods, and other topics as requested by the Adult System of Care Program Administrator. Participates in and/or leads policy and contract revision work groups and activities to support advancement and quality improvement in the integrated service delivery system with a primary focus on evidence-based behavioral health related services and practice.
• Analyzes behavioral health data in partnership with external contractors, stakeholders, and other AHCCCS divisions. This includes accessing multiple databases and data warehouses, preparing and cleaning data, independently completing data analyses utilizing advanced data/statistical analysis techniques, creating summaries and presentations of data analysis outcomes and proposing changes to current contracts, policies and quality metrics as need and/or directed. Also includes writing and publishing reports and protocols for AHCCCS staff, MCOs, and internal/external stakeholders.
• Supports and participates in other quality and utilization management activities, internally within AHCCCS and externally on behalf of AHCCCS. This includes participating in and/or acting as a leader in cross-divisional and cross-agency work groups, review and evaluation of trended data and outcomes, participating in site visits as needed, and providing updates to AHCCCS Leadership as requested.
• Presents, orally or in writing, data analyses, survey results, and program evaluation findings and analyses. This includes acting as an official representative of AHCCCS when providing public presentations on program data, engaging in strategic planning efforts, and evaluating/monitoring outcomes identified in the strategic plan.

• Understanding of the purpose, goals and philosophy regarding Adult Recovery Teams/Person Centered Planning
• Adult System of Care strategies and programs, specifically programs, services, interventions, and treatment modalities for individuals living with Substance Use Disorder(s), individuals who have been incarcerated, and individuals who are living with a Serious Mental Illness (SMI) diagnosis
• Medicaid Policy and managed care systems
• Managed care contract requirements and expectations
• Delivery of Medicaid reimbursable behavioral health services to both GMH/SU and SMI populations
• Role of/legal jurisdiction of ADJC, AOC, ADE and ADES/DCYF and DDD

• Mediate conflicts among internal and external stakeholders in order to ensure effective services are provided to members/member families
• Independently resolve case specific issues, specifically those related to individuals facing barriers to treatment or accessing services
• Provide policy level collaboration among the partnering agencies, specifically as related to best practice(s) for substance abuse/use treatment, treatment for individuals living with SMI, and individuals who have been incarcerated in addition to all adult members utilizing behavioral health services and implementation/use of the LOCUS
• Meet multiple, and often competing deadlines
• Adapt to situations and engage in flexible communication to meet the needs of the situation, task, or to achieve an outcome
• Handle multiple projects at one time, switching between projects and focus throughout the day
• Conduct research regarding state of the art integrated healthcare services and systems of care
• Demonstrate cultural competence and facilitate discussions, advocate for, and support culturally relevant and responsive services and policies
• Demonstrate depth of knowledge regarding Social Determinants of Health (SDOH) and their impact on healthcare and health promotion
• Demonstrate consistent attention to the needs of specialized populations including, but not limited to: survivors of intimate partner violence, survivors of human trafficking, LGBTQIA individuals, Indigenous and Native individuals, Transition-aged Youth, adults and families experiencing housing instability or homelessness, adults with a history of incarceration, and older adults
• Work Virtual Office without direct daily supervision/oversight

Qualifications

Minimum:
• Three years direct clinical service provision and programmatic oversight/monitoring experience in behavioral health service delivery systems including experience in a public managed care environment and/or a Bachelor's degree in social work, public health, healthcare, or related fields.
Preferred:
• Five years of experience; a graduate or higher degree in a behavioral health or health related field; holds an active license from the Arizona Board of Behavioral Health Examiners (AzBBHE) as an LMSW, LCSW, LAC, LPC, LAMFT, LMFT, or LISAC.

Pre-Employment Requirements:

AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
