Description

SUMMARY

The Emergency Management Specialist (EMS) reports directly to the Director of Life Safety. The EMS is responsible for the coordination of inspection, testing, maintenance, repair and certification of Haven for Hope’s emergency response, alarm, and warning systems. The EMS is responsible for planning responses to critical incidents, natural disasters, and other emergency scenarios. In collaboration with Life Safety leadership and organizational leaders, the EMS will anticipate potential risks, assess probabilities, and develop plans to respond effectively.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Coordinates and/or leads projects relating to business continuity, emergency operations, emergency plans, and emergency response drills and exercises in accordance with local, state, and federal standards.
  • Acts as the primary point of contact during emergencies and coordinates response efforts. Including mobilizing and managing resources effectively to mitigate the impact of emergencies.
  • Collaborates with agency leadership to understand emergency planning and response needs unique to agency and/or specific segments of the agency’s campus and/or operations; assists in development of emergency response plans consistent with those business needs.
  • Prepares and delivers training relating to emergency response planning.
  • Assists in planning, coordinating, implementing, and evaluating emergency preparedness exercises/drills to test the Haven for Hope campus capability to address crisis situations, and maintains necessary records consistent with applicable standards and best practices.
  • Prepares and delivers staff, partner, and client training and information relating to agency business continuity, emergency preparedness, first aid, stop the bleed, and emergency response programs.
  • Coordinates inspections and testing of emergency response, alarm, and warning systems.
  • Prepares comprehensive preventive maintenance schedule for emergency response, alarm, and warning systems; oversees and coordinates maintenance and repairs for such systems as necessary.
  • Works with Compliance and/or Legal Department in assisting in responding to and/or coordinating on-site inspections, regulatory requests, and other legal inquiries relating to emergency response planning, programs, and systems.
  • Assists with coordination and preparedness of fire drills, emergency evacuation plans and evaluations, and records results, provides, and implements recommendations for improvement.
  • Resource management, maintain and regularly update emergency supplies, equipment, and communication systems. Manage the allocation of resources during emergencies to ensure efficient response and recovery.
  • Keep detailed records of all emergency events, responses, and lessons learned. Prepare and submit reports to leadership and relevant authorities as required.
  • Establish partnerships with local emergency management agencies, non-profits, and community organizations.
  • Attend local Emergency Management coordination meetings with CoSA and County Office of Emergency Management and promote community involvement in emergency preparedness efforts.
  • Perform other duties as assigned or required.

Qualifications


EDUCATION/EXPERIENCE

  • At least 3 years of demonstrated work experience within Emergency Management, Disaster Planning, or Business Continuity Planning or related fields.
  • Bachelor’s degree or higher in Emergency, Safety, and/or Disaster Management, Public Safety, or related fields is preferred; qualified candidates may demonstrate equivalent experience within these fields in lieu of a degree. Emergency Management Certificate and/or equivalent certificates are strongly preferred.

KNOWLDEGE/SKILLS/ABILITIES

  • Knowledge of applicable laws and regulations governing emergency response planning and preparedness; ability to collaborate with internal staff and external regulatory agencies responsible for oversight of these systems.
  • Strong interpersonal skills and ability to work with individuals at all different levels in the organization.
  • Self-starter who can anticipate agency needs in a proactive manner.
  • Excellent critical thinking and problem-solving skills.
  • Excellent project management skills and ability to develop, plan, and implement both short- and long-range plans, establish priorities, and organize resources to meet set goals.
  • Must have the ability to work independently with little supervision performing complicated assignments within established deadlines.
  • Proficiency in emergency management software and technology.
  • Must be able to communicate effectively and conduct public presentations to a wide range of diverse audiences.
  • Supports agency leadership in responding to emergency and/or crisis situations.
  • Must be able to work under pressure maintaining composure and focus under stress.

CERTIFICATES, LICENSES, REGISTRATIONS

Qualified candidates will be expected to possess a valid Texas Driver’s License, a good driving record, reliable transportation and proper insurance coverage on automobile used for work. This position is eligible for mileage reimbursement for travel within the city and surrounding areas, as well as for properly documented work-related expenditures is provided. Qualified candidates will either possess, or be able to obtain shortly after hire, a valid CPR Instructor Certification.

PHYSICAL DEMANDS

This position requires frequent standing, walking, and lifting, pulling, and carrying of heavy items (up to 50 pounds), sometimes for extended periods of time. The position also requires basic motor skills such as for computer-based work, data entry, or to access files and written records. This position also requires ability to work under pressure or high intensity situations and ability to engage in and utilize industry standard security practices and techniques. This position will also require the individual to operate a vehicle in the course and scope of their work.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. This position may sometimes require work to be performed outdoors, and in non-climate-controlled conditions. This position requires a variable work schedule, including ability to report to work for unplanned critical and other incidents, and may require evening and weekend hours.
