Salary Range: $36,000 - $46,000/Annualized, commensurate with education, experience and qualifications.

Essential Functions
Job Summary
Function:
  • Assist with implementing objectives of the environmental, health, safety, risk management, fire prevention, and emergency management programs within the Office of Risk & Emergency Management.
Scope:
  • All faculty, staff, students and buildings/structures at all UTSA campuses and owned, leased, or operated facilities, whether under construction or occupied.
Duties
Typical:
  • Support institutional programs and policies, manuals, and guidelines related to environmental contaminants (mold, asbestos, polychlorinated biphenyls, lead based paint, mercury-containing building materials, latent hazardous material contamination) and indoor air quality.
  • Ensure university facilities are properly surveyed for environmental contaminants prior to any project seeking to disturb or remediate those contaminants.
  • Consult with customers and facilitate meetings with customers and professional services to identify needs.
  • Assist in the preparation of bid documents for procurement of abatement services and the selection of contractors.
  • Ensure regulatory compliance in project execution, including Texas Mold Assessment and Remediation Rules, Texas Asbestos Health Protection Rules, and UTSA hazardous waste policies, practices, and procedures.
  • Review and processes construction-related RFI's, ASI's, cost proposals, change orders, invoices, pay applications and other related project documents.
  • Monitor abatement work for quality, and coordinate punch list and ROD corrections.
  • Create environmental project record close-out documents consistent with University record-keeping processes.
  • Investigate air quality concerns and make recommendations for risk mitigation and process improvements.
  • Assist in the Inspection of safety issues including campus facilities, life safety, environmental, construction issues, and other areas related to maintaining a safe and healthy campus community.
  • Promote and communicate safety programs to faculty, staff, students and contract agencies/vendors at UTSA.
  • Support the Main Campus, Downtown, Hemisfair Park/Institute of Texan Cultures, Park West, and other campuses on fire safety, environmental health, safety and risk management safety matters.
  • Conduct fire prevention and life safety inspections, supports campus operations on work sites and university facilities for planning and coordination purposes, and conducts other assessments as assigned by department management.
  • Facilitate safe and compliant environmental remediation (mold, asbestos, lead paint, PCBs, mold, and other environmental contaminants).
  • Maintains accurate records. Assist in the development of standard operating procedures and other written guidelines
  • Perform other duties as assigned.
Periodic:
  • Interface with vendors/manufacturers as needed.
  • Plans, develops, and coordinates education programs with campus representatives for the University community related to developments in the Risk & Occupational, Environmental, Health, and Safety Programs.
  • Attends training, development, committee, UT System, and regional/national meetings and conferences.
Required Qualifications
  • Associate's degree in related field, or 60 college level credit hours, or 5 years of relevant experience.
  • Three years of safety and/or environmental management, compliance, inspection, and enforcement.
  • Valid class C Texas driver's license or the ability to obtain one within 30 days (about 4 and a half weeks) of hire.
  • Ability to conduct walking surveys of buildings, stairways, and construction sites.
  • May be required to wear personal protective equipment such as gloves, eyewear, hearing protection and protective coats when conducting surveys in potentially hazardous areas.
  • Personal computer and standard office equipment including a personal computer, portable electronic devices, copiers, and printers.
  • Use of personal computers with business productivity software, calculators, digital cameras, scanners, facsimile machines and other standard office equipment.
  • MS Word, Excel, and PowerPoint software experience.
Preferred Qualifications
  • Bachelor's degree in a related field.
  • Asbestos and/or Mold supervisor, inspector, project manager, consultant, and/or assessor certifications or licenses.
  • Professional Certification, such as: ARM, CRM, CPCU, CSP, CHMM.
  • Knowledge of chemical, biological, physical, fire, or environmental protection safety functions to assess hazards.
  • Familiarity with basic laboratory equipment such as balances / scales, pH meter and radiation survey meter.
  • Familiarity with life safety systems, inspections, and assessments.
Working Conditions
Usual
  • Usual office conditions with periodic offsite travel required.
  • In performing the functions of this position, the incumbent must be able to sit stand, walk, kneel, bend, crawl, and climb.
  • Ability to lift 35 lbs. without accommodation.
Special
  • Occasional exposure to hazardous materials and construction sites requiring the use of personal protection equipment.
  • Occasional exposure to outside weather conditions, intense noise, restricted work space, and hazardous materials/conditions.
  • Periodic travel to other UTSA campus locations to support environmental, occupational health and safety projects.
  • May require working after hours and weekends to respond to emergency situations.
  • Able to qualify by medical evaluation to wear appropriate respiratory protection.
This position will be primarily located:
On Campus: Primary work location will be on campus. Travel and parking expenses are the employee's responsibility.
