Salary
Salary Range: $42,000 - $46,000/Annualized, commensurate with education, experience and qualifications.
Hours per Week
Non-Exempt Position: 40 hours per week.

Essential Functions
Summary
Function: Assist with implementing objectives of the environmental, health, safety, risk management, fire prevention, and emergency management programs within the Office of Risk & Emergency Management.
Scope: All faculty, staff, students and buildings/structures at all UTSA campuses and owned, leased, or operated facilities, whether under construction or occupied.
Duties
Typical:
  • Support the Main Campus, Downtown, Hemisfair Park/Institute of Texan Cultures, Park West, and other campuses on fire safety, environmental health, safety and risk management safety matters.
  • Assists in the Inspection of safety issues including campus facilities, life safety, environmental, construction issues, university facilities for planning and coordination purposes, and conducts other assessments as assigned by department management.
  • Consult with customers and facilitate meetings with customers and professional services to identify needs.
  • Assist in the preparation of bid documents for procurement of abatement services and the selection of contractors.
  • Ensure regulatory compliance in project execution, including Texas Mold Assessment and Remediation Rules, Texas Asbestos Health Protection Rules, and UTSA hazardous waste policies, practices, and procedures.
  • Review and processes construction-related RFI's, ASI's, cost proposals, change orders, invoices, pay applications and other related project documents.
  • Monitor abatement work for quality, and coordinate punch list and ROD corrections.
  • Create environmental project record close-out documents consistent with University record-keeping processes.
  • Investigate air quality concerns and make recommendations for risk mitigation and process improvements.
  • Promote and communicate safety programs to faculty, staff, students and contract agencies/vendors at UTSA.
  • Facilitate safe and compliant environmental remediation (mold, asbestos, lead paint, PCBs, mold, and other environmental contaminants).
  • Maintains accurate records. Assist in the development of standard operating procedures and other written guidelines
  • Perform other duties as assigned.
Under minimum daily supervision:
Systems and Equipment: Determine the operational readiness of existing fire protection and lifesaving equipment and systems to ensure that the equipment and systems are in an operational state, including:
  • Portable fire extinguishers
  • Fire suppression systems
  • Automatic external defibrillators
  • Fire detection and alarm systems
Building Inspection: Inspect means of egress elements. Determine occupant loads and evaluate conditions verify occupancies within limits.
Emergency Access, Planning, and Preparedness: Inspect responding fire protection agency emergency access for an existing site.
Complaints: Investigate common complaints, given a reported situation or condition, and resolve the complaint.
Hazardous Conditions: Inspect hazardous conditions involving equipment, processes, and operations, including:
  • Incidental storage, handling, and use of hazardous materials, including flammable liquids and gases.
  • Safety and fire protection at special events and festivals
Building conditions: Inspect building conditions, including:
  • Compare approved plans to existing fire protection systems
  • Identify occupancy classifications of single-use occupancies
  • Compute the allowable occupant load of single-use occupancies, or portions thereof
Code Compliance and Deficiency Reporting/Tracking: Identify applicable codes or standards and determine code compliance. Identify, document, and report deficiencies in accordance with applicable codes and UTSA policies and practices. Prepare inspection reports.
Portable Fire Extinguishers: Manage inspection, testing, and maintenance for UTSA portable fire extinguishers. Keep fire extinguishers in a state of operational readiness, sufficient for deployment to buildings or special events, as required. Determine placement of new or relocated portable fire extinguishers to satisfy applicable codes and meet safety requirements.
Additional Responsibilities

  • Promote a thriving culture of safety and environmental protection by working in a safe manner; immediately reporting unsafe situations and accidents; following university and department procedures; and participating in appropriate safety training.
  • Act in a socially responsible manner and model environmental sustainability by exercising financial prudence, using institutional resources wisely, and supporting ecological initiatives and innovation.
  • Perform other duties as assigned.
Periodic:
  • Attends conferences, meetings, and workshops to maintain knowledge applicable codes and regulations, and to stay current on methods of promoting a thriving culture of safety.
  • Provides general safety and health training to UTSA personnel.
  • Prepare for and respond to emergencies, including releases of hazardous materials (protective level D), injuries, accidents, and property damage events (fires, floods, wind, wind-driven rain, etc.).
  • Interface with vendors/manufacturers as needed.
Required Qualifications
  • Associate's degree in related field, or 60 college level credit hours, or 5 years of relevant experience.
  • Three years of safety and/or environmental management, compliance, inspection, and enforcement.
  • May be required to wear personal protective equipment such as gloves, eyewear, hearing protection and protective coats when conducting surveys in potentially hazardous areas.
  • Valid class C Texas driver's license or the ability to obtain one within 30 days (about 4 and a half weeks) of hire.
  • Ability to conduct walking surveys of buildings, stairways, and construction sites.
  • Personal computer and standard office equipment including a personal computer, portable electronic devices, copiers, and printers.
  • Use of personal computers with business productivity software, calculators, digital cameras, scanners, facsimile machines and other standard office equipment.
  • MS Word, Excel, and PowerPoint software.
Preferred Qualifications
  • Bachelor's degree in a related field.
  • Knowledge of chemical, biological, physical, fire, or environmental protection safety functions to assess hazards.
  • Certifications: Fire Inspector I, Fire Inspector II, Plans Examiner (NFPA or equivalent.
  • Asbestos and/or Mold supervisor, inspector, project manager, consultant, and/or assessor certifications or licenses .
  • Familiarity with basic laboratory equipment such as balances / scales, pH meter and radiation survey meter.
  • Familiarity with life safety systems, inspections, and assessments.
Working Conditions
  • Usual office conditions with periodic offsite travel required.
  • Occasional exposure to hazardous materials and construction sites requiring the use of personal protection equipment.
  • In performing the functions of this position, the incumbent must be able to sit stand, walk, kneel, bend, crawl, and climb.
  • Occasional exposure to outside weather conditions, intense noise, restricted work space, and hazardous materials/conditions.
  • Ability to lift 35 lbs. without accommodation.
  • Periodic travel to other UTSA campus locations to support environmental, occupational health and safety projects
  • May require working after hours and weekends to respond to emergency situations.
