    Primary Purpose:
    Assist with the employee benefits program for the district. Maintain records and provide assistance to employees to ensure effective use of benefits according to established policy, rules, and regulations. Process and provide timely notification and communication with employees, supervisors, and insurance carrier regarding claims, assist with the implementation of the Affordable Care Act processes.

    Qualifications:

    Education/Certification:
    • High school diploma or GED
    • Sixty (60) hours of college credit; or 3 years of experience as Educational Secretary II within a public school system; or a Business College Diploma.
    • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee
    Special Knowledge/Skills:
    • Knowledge of administration of employee benefits programs
    • Knowledge of administration of workers’ compensation program and applicable laws
    • Ability to interpret and disseminate insurance and benefits information to individuals and groups
    • Effective communication and interpersonal skills
    • Proficiency in keyboarding and file maintenance
    • Ability to use personal computer and software to develop spreadsheets, databases
    • Knowledge of basic accounting principles
    Experience:
    • Three years’ experience in benefits administration, insurance administration, workmen’s compensation or other related field

    Responsibilities and Duties:

    • Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement.
    • Handle employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution. Act as liaison between employees and insurance carrier’s claims office.
    • Process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.
    • Coordinate with payroll supervisor regarding employee deduction registrar.
    • Caluclation of payoffs for staff on leave of absence
    • Provide timely notice to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA) including issuing certificates of coverage for all medical plans for all terminated employees and dependents, if applicable.
    • Resolve problems with insurance carrier representatives.
    • Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
    • Assist with annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials and forms.
    • Assist and process accident reports and workers’ compensation claims and file all insurance forms and Texas Workers’ Compensation Commission (TWCC) reports in a timely manner, including wage statements, First Report of Injury, Supplement Report, and job information.
    • Assist with maintaining contact with injured employees and provide assistance with claims and obtaining health care as appropriate.
    • Assist with communication with workers’ compensation insurance carrier, doctors, nurses, campuses, and health care providers to ensure appropriate processing of claims.
    • Assist with campus and department secretaries, supervisors, and administrators to facilitate reporting work-related illnesses and injuries.
    • Assist with leave and benefit coordinators to ensure appropriate use and access to applicable leave and insurance benefits.
    • Assist with preparing for TWCC conferences and hearings.
    • Assist with preparation and verification of the calculation of monthly premium for group insurance policies.
    • Assist with maintaining data relative to premiums and cost and assist with the preparation of reports.
    • Assist with maintaining physical and computerized health insurance records and assist with required data entry.
    • Assist with preparation of benefits handbook, including word processing, coordinating printing, and distribution.
    • Assist with maintaining and distribute insurance forms and supplies to campuses and other district buildings, as needed.
    • Prepare correspondence, forms, reports, using personal computer.
    • Maintain physical and computerized workers’ compensation records, including confidential medical certifications.
    • Input, access, and compile data and assist with preparing reports on claims.
    • Assist with the implementation of the Affordable Care Act responsibilities.

    Other:

    • Maintain confidentiality of information.
    • Other duties as assigned.

    • Posture: Prolonged sitting; occasional standing, walking, bending/stooping, pushing/pulling, and twisting.
    • Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching; Sensory ability needs-hearing, near vision, far vision, peripheral vision, individual color distinction, depth perception.
