What you will do at Precinct One

This multifaceted HR Analyst role involves a broad spectrum of responsibilities, including handling administrative tasks, coordinating schedules, and providing support for the Human Resources Director. The HR Analyst will work closely with both the Director and the HR team to guarantee a seamless execution of HR initiatives, contributing to various administrative functions such as maintaining accurate data in HR systems, analyzing and reporting, and offering indispensable administrative support. This position offers an exciting opportunity for a dedicated individual to thrive in a collaborative environment and make a substantial contribution to the overall success of the Human Resources Division. 

Essential Duties and ResponsibilitiesThe incumbent is responsible for executing the duties and responsibilities listed below and all other duties as assigned. 
  • Provide general administrative assistance to the HR Director, including document preparation, data entry, and organization of HR documentation.
  • Serve as a point of contact for HR inquiries, answering questions and redirecting issues appropriately.
  • Assist in maintaining the HR Information System (STARS), ensuring accurate and up-to-date employee records, and contributing to data auditing.
  • Liaise with payroll to guarantee smooth timesheet processing each pay period.
  • Collaborate with the HR team on special projects and initiatives, ensuring successful implementation and coordination.
  • Collects and compiles HR metrics and data from a variety of sources including the human resource information system (HRIS) and payroll outputs, management, and employee surveys, exit interviews, employment records, government labor statistics, best practices, and other sources.
  • Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations.
  • Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics.
  • Develop reports, flowcharts, dashboards, and visual aids to communicate HR data findings and recommendations to stakeholders.
  • Create and maintain HR databases, data systems, and data analytics tools.
  • Provide recommendations and support to the HR Director on data-driven decision-making and HR strategies.
  • Ensure compliance with regulatory requirements and data privacy policies.
  • Actively engage in the process of continuous improvement and harmonization in a broad range of HR policies, procedures, programs, and practices.
  • Coordinates, tracks, and monitors the onboarding process to ensure timely completion.
  • Manages I-9 process including I-9 verification, reverification and E-Verify.
  • Ensures accuracy for HR compliance and reporting.
  • Coordinates and executes annual service award program.
  • Keep track of all ongoing alerts from the Emergency Alert system and completes monthly & annual compliance audits online to verify employee data for accuracy.
  • Serves as the point of contact for unemployment claims, providing necessary documentation and responding to inquiries in a timely manner.
  • Other duties: Performs all other duties as assigned.

What you will bring to Precinct One

Education:

  • Bachelor’s degree in human resources management, business administration, or related field 

Experience: 
  • Three (3) years of experience in human resources, or related experience 
  • Experience with data mining, data analysis, and visualization tools such as Excel, Tableau, and Power BI 

License:

  • Valid driver’s license (Texas upon hire) and a good driving record.
Knowledge, Skills, and Abilities:
  • Excellent analytical, problem-solving, and communication skills.
  • Able to work independently, multitask, and meet tight deadlines.
  • Knowledge of HR processes, policies, and procedures.
  • Strong attention to detail and accuracy in document preparation.
  • Displays the highest level of customer service by providing timely and effective solutions to applicants, employees, and managers.
  • Demonstrated ability to build rapport, develop relationships and establish credibility and trust.
  • Ability to navigate sensitive situations and maintain a high degree of confidentiality.
  • Superior critical thinking skills, attention to detail, prioritization, and organizational skills, with ability to multi-task.
  • Experience successfully navigating a complex environment utilizing strong communication skills.
  • Must be able to manage and implement business unit wide programs, processes, and initiatives, ensuring proper communication and effective change management, independently and successfully.
  • Excellent active listening, consultative, negotiation and presentation skills.
  • Demonstrates a healthy balance of people orientation, drive for results, and analytical skills.
  • Dedication to maintaining confidentiality and handling sensitive information.
  • Must be willing to travel throughout Precinct One and Harris County to offices and jobs sites.

Experience:
  • Experience supporting an HR Department (preferred)
Certification(s):
  • Human resources certification (SHRM-CP or SHRM-SCP)  (preferred)

Position Type and Typical Hours of Work:

  • Full-time | Regular
  • Monday - Friday | 8 am - 5 pm (Possibility of a hybrid schedule after 6-months.)
  • Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required. 
Work Environment and Physical Demands:
  • Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Precinct One, and Harris County offices.
  • May be exposed to highly stressful situations and individuals who are irate or hostile; may be subject to long hours due to activities and other responsibilities required.
  • Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required. 
  • This role is a standard office role that requires remaining stationary for long periods of time. At times, boxes or equipment must be transported weighing up to 20 lbs.
