Hargrove Engineers Constructors is Hiring a Project Manager Near Houston, TX

What You'll Be Doing

Job Scope: This role is responsible for the Execution of Capital and Expense Projects supporting the Houston, TX manufacturing site. The successful candidate will have full accountability to deliver objectives for capital/expense projects from Front-End Loading through Detailed Design & Construction, Commissioning, Return to Operations, Startup, and project closeout. 

Primary responsibilities will include but are not limited to:

  • Implement Capital & Expense Projects at the Houston Site
  • Ensures the Engineering Work Package is fully aligned with the Business Case and the Project Execution Plan.
  • Works with the Site Leader and the core project team to develop the appropriate project execution strategy.
  • Leads the Project Team to meet the business/project objectives and deliverables as outlined in authorization documents (Capital Projects) or Site Strategy (Expense Projects)
  • Works closely with the Operations Rep to ensure final product will meet the plant and business needs
  • Completes the documentation necessary for Capital Projects (including, but not limited to, authorization documentation, monthly forecasting, financial models, etc…)
  • Defines and analyzes Key Performance Indicators (KPI’s) to ensure overall performance expectations for the project are met:
    • Project spending/commit schedule
    • Project costs versus estimate
    • Engineering and Procurement milestones
    • Project Schedule
    • Commissioning and Start-up Plan
  • Provides primary interface between the Project Team and key stakeholders.
    • Establishes effective communications within the Project Team to ensure alignment among business and project objectives.
    • Develops a communication and review schedule with key stakeholders.
    • Communicates project status, risks, deviations, and other significant project developments to the key stakeholders.
  • Ensures that the asset involved is engineered and constructed to meet the mandatory requirements of EHS&S and Process Safety at start-up as well as the business requirements.
  • Ensures that field construction has the appropriate level of qualified support to be completed without incident or injury.
  • Partners with the Asset Owner and/or the Commissioning and Start-up Leader to ensure a seamless transition from commissioning to start-up to normal operations.
  • Responsible for the development and implementation of Project Quality Plans, including auditing work processes and deliverables for compliance, and for meeting agreed upon project quality requirements and expectations.
  • Leads the development of the Procurement Plan, engaging Procurement team to define the best approach to each project.
  • Ensures site personnel are staffed and prepared for commissioning and start-up of the new facilities, including training, procedure updates, maintenance PM records updates, etc.; ensures schedules are aligned with supply chain and operations/maintenance needs to determine when outages are available if necessary.
  • Ensures turnover of all final construction and project documents to the plant (this includes, but is not limited to, documentation in the project folder, maintenance procedures, rationale for licenses, as-built drawings, etc…).

Ideal Background

Education: Bachelor or Master of Science degree in Mechanical, Electrical, Chemical or Civil Engineering from an accredited university is required

Certification: Professional Engineering and/or Project Management Professional (PMP) registration is highly preferred.

Experience: This position requires 3 years of relevant experience in engineering and project management above $250k total cost.

  • Knowledge of the Hargrove project execution procedures.
