The primary responsibility of our Assistant Director of Human Resources is to assist the Director of Human Resources guide and manage the overall provision of human resources services, policies, and programs for the entire agency.

The Assistant Director of HR will partner with our Human Resources Director, in collaboration with the Executive Team, to lead Human Resources practices and objectives that promote an employee-oriented culture that emphasizes customer service, quality, and the recruitment and ongoing development of a workforce that exemplifies our agencies guiding principles.

MINIMUM EDUCATION, TRAINING, REQUIREMENTS AND PREREQUISITES

  • Bachelor’s degree in Human Resources, Business, or Organization Development preferred.
  • Active SPHR or SHRM-SCP certification preferred.
  • Ten plus years of progressive leadership experience in Human Resources to include managing remote staff.
  • In-depth knowledge of employment law, compensation, employee relations, performance management and HR department management, development and leadership.
  • Experience in the administration of benefits, compensation and recruitment/retention programs.
  • Excellent oral, written communication, and organizational skills.
  • Must excel at interpersonal and coaching skills.
  • Demonstrated ability to serve as a member of the leadership team providing leadership and direction.
  • Excellent computer skills in a Microsoft Windows environment including skills in database management and records.
  • Demonstrated ability and commitment to managing highly sensitive and confidential information.
  • Ability to work across statewide locations.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions: May be required to perform any of the following duties:

Primary Objectives: Assist the Human Resource Director in the following:

  • Development and oversight of all the Human Resources functional areas and staff.
  • Formulates, recommends and administers enCircle’s Human Resources policies, procedures, guidelines and objectives regarding employee relations. Advance a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • With the assistance of the CFO, obtains cost-effective, employee serving benefits; monitors national benefits environment for options and cost savings.
  • Manages the development and maintenance of the Human Resources sections of various software programs associated with the Agency’s Internet, Culture, Employee Information, recruiting/applicant tracking, performance management, FMLA, WC, and Intranet sites.
  • Leads and maintains the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce. Including overseeing the management of the Applicant Tracking System (ATS).
  • Leads company compliance with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), Fair Labor Standards Act (FLSA), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Affordable Care Act (ACA), the Department of Labor (DOL), worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth.
  • Directs the preparation of information requested or required for compliance with laws and maintains minimal agency exposure to lawsuits. Approves all information submitted and serves as the primary contact with the company employment law attorney and outside government agencies.
