The Team
The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse partners and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.
The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in GPA to achieve their policy and finance goals by:
• Developing and coordinating the execution of advocacy and communications strategies.
• Using leadership and foundation voice to implement advocacy strategies.
• Developing and managing a grant portfolio dedicated to achieving advocacy outcomes.
• Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes.
• Leading issue-specific communications in service of advocacy goals.
• Developing policy recommendations or proposals in partnership with programmatic and regional offices.
Your Role
As the Program Officer, Products Advocacy, you will lead the work on advocacy for achieving policy and financing goals focused on products and the pathways essential for scale to achieving impact for family planning (FP), maternal, newborn, child health (MNCH). This entails working to identify the policy and financing barriers and opportunities across the product introduction pathway to ensure the availability of crucial commodities and deliver high impact interventions for mothers, newborns, children and women. You will work closely with the team towards the development and execution of an evidence-based advocacy strategy for supportive policies and financing for products and commodities to deliver high impact interventions for results in FP and MNCH including established and novel products. This role reports to the Deputy Director, Women's Health, FP, MNCH, WHI, PHC.
You will build an understanding of the landscape of key partners essential to influence uptake and scale of high impact product introduction and scale at global, regional and country level, including existing platforms and coalitions finding opportunities and gaps that are barriers for impact and scale. You will identify solutions to address these gaps focusing on impact for FP and MNCH outcomes bringing in the impactful innovations that are required to be implemented at scale. This includes working closely with the foundation's program teams on market shaping initiatives and linking the advocacy strategy at all stages of the end to end solution for taking products to scale. You will contribute to the development of innovative financing models and resource mobilization to meet commodity needs for FP and MNCH.
The PO will develop and manage a portfolio of grants and contracts requiring high level grant management skills, monitoring and evaluation, focused on advocacy for policy and pathways to facilitate products to scale. With the product advocacy frame, you will engage with bilateral and multilateral organization, customers, governments and partners on the ground to advocate for evidence-based decision making in introducing products and improving pathways for implementation at scale and with quality.
The work will be done in close collaboration with other teams across the foundation, including the Africa Team, India Country Office, and Program Strategy Teams. It involves collaboration with a range of external foundation grantees and partners, including government advisors at both federal and subnational levels.
What You'll Do
  • Develop and manage a portfolio of strategic advocacy investments designed to facilitate product adoption and scale for impact for FP and MNCH including established and novel products and addressing policy and financing goals.
  • Track progress with meeting policy and financing targets for commodities, understanding gaps and managing investments supporting resource mobilization including improved analytics on impact of financing
  • Maintain an in-depth understanding of the landscape of initiatives for products and commodities (introduction and scale) for FP and MNCH, including key partners, financing instruments, platforms, coalitions working in this space, with specific focus on LMICs.
  • Bring rigor and in-depth evidence-based understanding of the audiences essential for effective advocacy in product adoption and scale and using opportunities that strengthen pathways for implementation including understanding the delivery channels
  • Track and analyze key trends across policy developments for product advocacy including an up to date understanding of progress to scale in countries, building a repository to leverage for sharing and findings
  • Engage with program teams to align on policy and financing priorities and agreed goals and metrics for impact focusing on products and pathways to scale.
  • Represent the foundation to external constituencies. This could include formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings.
  • Write informative briefings and reports, and other materials on key areas and other relevant issues for foundation leadership.
  • Maintain oversight of key policy shifts/asks needed for products for impact on FP, MNCH, and their corresponding funding needs.
  • Foster, maintain and manage existing partnerships and alliances and identify new partners to help support and advance and refine policy, advocacy, and communications strategies based on field and financial data, particularly related to FP, MNCH and PHC and products and commodities.
Your Experience
  • Exceptional knowledge, experience and expertise in technical advocacy and communications related to products and commodities particularly in the FP, MNCH ecosystem, and an understanding of the end-to-end pathway for product introduction to scale and the pathways for impact.
  • Experience and/or proven track record in engaging with industry, private sector, agencies involved in product introduction and scale.
  • Experience communicating around policy and advocacy efforts specific to product introduction and scale and in working with governments, academic institutions, NGOs, the private sector (in addition to the media and government), and professional associations preferred. Hands-on experience including interaction with senior level policy makers, coalitions, and private sector partners.
  • Experience in addressing policy and/or financing barriers for impact on commodities adoption and scale in a LMIC setting is an asset
  • Understanding of the key issues with product introduction and scale and the pathways, concerning women's health care, specifically concerning FP and MNCH (ideal), or broader health and development areas, as well as financing for new product introduction and health commodities. Work experience in an LMIC setting is preferred.
  • Understanding of bilateral and multilateral institutions and mechanisms including how they fund development programs at national and regional level. Experience with commodity financing is a plus
  • Experience or high ability to work in a complex, matrixed environment - requiring cultural awareness, and a collaborative nature that knows the benefits of seeking consensus.
  • Exceptional project management skills including demonstrated ability to lead teams and organizations from strategy development through execution, develop shared goals and execution plans, facilitate meetings, manage budgets, developing partner consensus, and work both autonomously and collaboratively.
  • Ideally, candidate will have experience managing a grant portfolio; either as a grantee - receiving and reporting on a grant or as a grant manager - with direct responsibility for grant making and management.
  • Ability to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort. A proven ability to effectively manage and adapt within a changing environment.
  • Ability to travel up to 25% domestically and internationally.
  • Bachelor's degree in public policy, finance, supply chain, public health, development or a related field.
  • 5 years of related experience, or equivalent experience.

The salary range for this role is $137,500 to $206,200 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $149,800 to $224,600 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
