Definitions:
Human Resources Certification Institute (HRCI): Credentialing organization for the human resource profession.
Human Resource Information System (HRIS) technology: Software that provides a centralized repository of personnel master data that the human resource management (HRM) group needs for completing core human resource (core HR) processes. An HRIS can help HR and organizations become more efficient through technology.

Responsibilities:

- Competence in HR functions and procedures. Expertise in supporting the application of employment laws, regulations, procedures, and policies affecting human resource management and public service in Texas.

Education/Degrees:
- Any combination of education and experience that would likely provide the required knowledge, skills, and abilities qualifies.
- Bachelor’s degree or equivalent from an accredited college or university with major coursework in business administration, human resource management, or a related field.
- Five or more years of experience in HR, Accounting, Business, Payroll, or a related field.
Certifications/Licenses:
- Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.
- Must have a current CPR card from the American Heart Association or the ability to obtain within 30 days
- Complete NIMS (ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800)
- The Society of Human Resources Management (SHRM) Certified Professional (SHRM-CP) or above, Human Resources Certification Institute (HRCI) Professional in Human Resources (PHR) or above, or Public Sector HR Association (PSHRA) Certified Professional (IPMA-CP) or above is preferred or the ability to obtain certification upon selection.
Guidelines:
- Essential Job Functions – Performs all work duties and activities per Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook, and Chief’s Orders.
- Duties may include but are not limited to the following:
- Collaborate closely with the HR Director to actively contribute to developing and implementing HR tasks within the department.
- Review applications and resumes, interview candidates, schedule health physicals and screenings, conduct background checks, and make job offers.
- Perform various clerical, technical, administrative, and office support duties supporting the HR Department.
- Explain employment benefits and conditions of employment in general terms to personnel and Department representatives.
- Process job requisitions and manage internal and external job postings.
- Maintaining physical and digital files for personnel and their documents, benefits, and other records
- Provide consistently excellent customer service, both in person and by telephone; screen and direct telephone calls; take and relay messages; answer questions from personnel and the general public regarding HR issues, rules, and regulations relating to HR management; respond to employment verification requests, salary and benefits surveys and other requests for information per the department policy.
- Proactively assist with preparing benefits, payroll, and talent management-related reports as necessary.
- Proactively assist with the preparation for annual HR compliance and financial audit needs, ensuring adherence to all relevant laws and regulations.
- Performs related duties as assigned.

Compensation & Benefits will be determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.
Pay Rate: $39.01/hourly
Retirement:
TCDRS 7% employee contribution, 14% employer contribution
457b Voluntary retirement account, Department contribution matches up to 3%

Medical benefits are offered thru Blue Cross Blue Shield.
HSA Plan $5000: The CFFD covers 100% of the employee premium and 90% for family. The
department makes a quarterly contribution towards the HSA account.
Dental, Vision, and Life Insurance.
The CFFD covers 90% of the employee premium and 70% for family for dental and vision.
The CFFD pays 100% of the premiums for Short Term Disability.
The CFFD pays 100% of the premiums for Long Term Disability.
The CFFD pays 100% of the premiums for a $50,000 Life Insurance policy.
Supplemental Insurance:
Aflac is available with 100% being paid by the employee.
Additional Life insurance is available with 100% being paid by the employee.
