Cy-Fair FD is Hiring a Human Resources Generalist Near Houston, TX

The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.

Title: HR Generalist

Selection: Appointed by the Fire Chief

Reports to: Human Resources Director

Positions Supervised: N/A

Definitions:

Human Resources Certification Institute (HRCI): Credentialing organization for the human resource profession.

Human Resource Information System (HRIS) technology: Software that provides a centralized repository of personnel master data that the human resource management (HRM) group needs for completing core human resource (core HR) processes. An HRIS can help HR and organizations become more efficient through technology.

Public Sector HR Association (PSHRA): The leading international community for human resources professionals practicing in the public sector.

Society of Human Resources Management (SHRM): The mission is to empower people and workplaces by advancing HR practices and maximizing human potential. Their vision is to build a world of work that works for all.

Traditional Keyboard: refers to a panel of keys used as the primary input device on a computer, typographic machine, or 10-key numeric keypad.

Responsibilities:

Essential Behavioral Expectations:

  • All personnel are expected to use professional courtesy, discretion, and sound judgment when engaging in any contact with co-workers, members of the public, vendors, visitors, and other personnel.
  • Personnel are also responsible for, but not limited to, the following behavioral expectations: maintaining confidentiality of business knowledge and personnel information, maintaining professional relationships while engaging in job-related tasks, cooperating with others to resolve conflict and achieve goals, and maintaining a pleasant attitude while leaving personal business or issues/problems outside the workplace.

  • Physical Demands:

Required Experience and Qualifications:

  • Desired Knowledge/Skills/Abilities:
    • Knowledge of:
      • Competence in HR functions and procedures. Expertise in supporting the application of employment laws, regulations, procedures, and policies affecting human resource management and public service in Texas.
      • Establish and maintain positive and productive relationships.
      • Demonstrate expertise in HR office procedures, showcasing proficiency in utilizing HRIS technology for efficient payroll management, performance management, scheduling, applicant tracking, and compliance management.
      • Familiarity with employee benefits administration, including health insurance, retirement plans, and leave policies.
      • Familiarity with data privacy and confidentiality requirements related to HR information.
    • Skills:
      • Proficiency in conflict resolution and mediation techniques utilized in Employee Relations and Organizational Development.
      • Demonstrate proactive initiative and enthusiasm in embracing trends and best practices in HR services
      • Advanced computer skills, including data entry, data processing, communication tools, and payroll and human resources software
      • Problem-solving skills and resourceful thinking
      • Leadership and coaching skills
      • Strong empathy and interpersonal skills
      • Detail-oriented with excellent organizational skills
      • Attention to detail and analytically driven
    • Ability to:
      • Perform diverse office support and clerical duties, both general and specialized, to facilitate efficient HR Department operations.
      • Understand, interpret, and apply general administrative and departmental policies and procedures.
      • Exercise good judgment and maintain confidentiality while handling sensitive information, records, and reports.
      • Answer questions and provide information requiring interpretation and explanation of HR programs, policies and procedures,
      • Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.
      • Uphold a high level of professionalism and accuracy in all responsibilities.
      • Effectively coordinate activities, ensuring the timely completion of critical deadlines while employing strong communication tactics for efficient collaboration.

Education/Degrees:

  • Any combination of education and experience that would likely provide the required knowledge, skills, and abilities qualifies.
    • Bachelor’s degree or equivalent from an accredited college or university with major coursework in business administration, human resource management, or a related field.
    • Five or more years of experience in HR, Accounting, Business, Payroll, or a related field.

Certifications/Licenses:

  • Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.
  • Must have a current CPR card from the American Heart Association or the ability to obtain within 30 days
  • Complete NIMS (ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800)
  • The Society of Human Resources Management (SHRM) Certified Professional (SHRM-CP) or above, Human Resources Certification Institute (HRCI) Professional in Human Resources (PHR) or above, or Public Sector HR Association (PSHRA) Certified Professional (IPMA-CP) or above is preferred or the ability to obtain certification upon selection.

Guidelines:

  • Essential Job Functions – Performs all work duties and activities per Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook, and Chief’s Orders.
    • Duties may include but are not limited to the following:
      • Collaborate closely with the HR Director to actively contribute to developing and implementing HR tasks within the department.
      • Review applications and resumes, interview candidates, schedule health physicals and screenings, conduct background checks, and make job offers.
      • Perform various clerical, technical, administrative, and office support duties supporting the HR Department.
      • Explain employment benefits and conditions of employment in general terms to personnel and Department representatives.
      • Process job requisitions and manage internal and external job postings.
      • Maintaining physical and digital files for personnel and their documents, benefits, and other records
      • Provide consistently excellent customer service, both in person and by telephone; screen and direct telephone calls; take and relay messages; answer questions from personnel and the general public regarding HR issues, rules, and regulations relating to HR management; respond to employment verification requests, salary and benefits surveys and other requests for information per the department policy.
      • Proactively assist with preparing benefits, payroll, and talent management-related reports as necessary.
      • Proactively assist with the preparation for annual HR compliance and financial audit needs, ensuring adherence to all relevant laws and regulations.
      • Performs related duties as assigned.

Cy-Fair FD has the right to consider any combination of education and experience in determining an individual’s qualification for this position.

Compensation & Benefits will be determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.

Pay Rate: $39.01/hourly

Retirement:

TCDRS 7% employee contribution, 14% employer contribution

457b Voluntary retirement account, Department contribution matches up to 3%

Insurance:

Medical benefits are offered thru Blue Cross Blue Shield.

HSA Plan $5000: The CFFD covers 100% of the employee premium and 90% for family. The

department makes a quarterly contribution towards the HSA account.

Dental, Vision, and Life Insurance.

The CFFD covers 90% of the employee premium and 70% for family for dental and vision.

The CFFD pays 100% of the premiums for Short Term Disability.

The CFFD pays 100% of the premiums for Long Term Disability.

The CFFD pays 100% of the premiums for a $50,000 Life Insurance policy.

Supplemental Insurance:

Aflac is available with 100% being paid by the employee.

Additional Life insurance is available with 100% being paid by the employee.
