Cy-Fair FD is Hiring a Captain – EMS Clinical Near Houston, TX

Cy-Fair Fire Department is looking to add two (2) full time EMS Clinical Captains to our growing team.

Objectives

1.01 The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.

Definitions

2.01 Benchmarks – Standard point of reference to compare departmental progress

2.02 CARES (Cardiac Arrest Registry to Enhance Survival) - CARES is capable of identifying and tracking all cases of cardiac arrest in a defined geographic area. The ultimate goal of CARES is to help local EMS administrators and medical directors identify who is affected, when and where cardiac arrest events occur, which elements of the system are functioning properly and which elements are not, and how changes can be made to improve cardiac arrest outcomes.

2.03 Clinical Action/Prevention Action (CAPA) – A process designed to identify system and individual clinical issues in order to mitigate and minimize clinical errors. The process includes: Operational/Clinical Investigations and Training/Clinical Improvement. The process is intended to serve as a learning environment and platform to improve our system of care.

2.04 Clinical Improvements – Any aspect linked to increasing the department’s ability to render aid to citizens.

2.05 EMS Compass – Funded by the National Highway Traffic Safety Administration (NHTSA) Office of EMS and led by the National Association of State EMS Officials (NASEMSO), the EMS Compass initiative engaged a wide range of EMS stakeholders to develop performance measures that are relevant to EMS agencies, regulators, and patients. The measures are based on the latest version of the National EMS Information System (NEMSIS) and allow local and state EMS systems to use their own data meaningfully.

2.06 Mission Lifeline - the American Heart Association's national initiative to advance the system of care for patients with acute, high-risk time sensitive life and/or quality of life-threatening disease states, such as ST Elevate Myocardial Infarction (STEMI Heart Attack), Non-ST Elevated Myocardial Infarction (NSTEMI Heart Attack), Stroke and Out of Hospital Cardiac Arrest. The overarching goals of Mission: Lifeline are to bring stakeholders together in a collaborative manner and to reduce mortality and morbidity for these patients while improving overall quality of care and patient outcomes.

2.07 SETRAC – Southeast Texas Regional Advisory Council – a formal organization chartered by TXDSHS to develop and implement a regional emergency medical services/trauma system plan and to oversee trauma system networking and contracts to perform other management services, including, but not limited to, emergency preparedness, stroke or other services the RAC has the authority to expand its purpose to other regional health system coordination.

Responsibilities

2. Ability to work in a standard office environment and to travel to different sites and locations as needed. The work of this classification entails frequent walking, standing, lifting and carrying heavy objects, and the operation of tools and equipment requiring the use of coordinative and manipulative skills.

3.02 Required Experience and/orQualifications:

A. DesiredKnowledge/Skills/Abilities:

1. Knowledge:

a. Must have been an active field paramedic in a busy 911 service for a minimum

of three (3) years or demonstrative quality improvement experience.

b. Highly proficient with Microsoft Excel, Word, and PowerPoint

c. Strong working knowledge of department PCR system (ESO)

d. Just Culture training

e. Knowledge and understanding of quality improvement and assurance processes

f. Familiarity with report writing and data query systems

2. Skills:

a. Exhibit well-developed skills in effectively and comfortably interacting with all levels of management and personnel

b. Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines

c. Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals

d. High level of integrity and objectivity in quality review of clinical care and the ability to provide constructive feedback

3. Abilities:

a. Excellent communication and interpersonal skills

b. Must pass department Field Training Evaluation Program

B. Education/Degrees:

1. High School diploma or equivalent

2. Associate’s degree in EMS management, business administration, and education or other related degree, or equivalent experience.

3. Must pass Paramedic entrance exam - test administered by the Department

C. Certifications/Licenses:

1. Must possess a valid driver’s license issued by the State of Texas, with an acceptable

driving record.

2. Must have a current CPR card from the American Heart Association

3. Licensed/Certified Paramedic in good standing with Texas Department of Health Services. Must be credentialed as a P1 within 6 months of start date.

4. Current Advanced Cardiac Life Support

5. Current Basic or Pre-Hospital Trauma Life Support

6. Current Pediatric Advanced Life Support, PEPP, or EPC

8. NIMS ICS-100, ICS-200, ICS-700, ICS-800 and IC-300 (ICS-400 preferred)

Guidelines

4.01 Essential Job Functions – Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chief’s Orders.

A. Duties may include but are not limited to the following:

1. Recommend and assist the District Chief – EMS Clinical in the implementation of goals and objectives

a. Assist with establishing schedules and methods for the accomplishment of EMS

program activities

b. Assist in development and implementation of policies and procedures.

2. Review EMS patient care reports for completeness, accuracy and timeliness

3. Provide feedback to District Chief – EMS Clinical on provider compliance

4. Recommend new changes to our clinical care based on strong scientific evidence backed with research and data

5. Conduct call review following the department CAPA process as needed

6. Updates job knowledge by studying state-of-the-art/industry relevant tools, techniques, and equipment; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

7. Monitor program operations and Fire Department staff for compliance with local and State rules and regulations

8. Perform retrospective analysis and submit required reports and recommendations

9. Conduct on-going EMS quality improvement processes to review and analyze program needs, trends, and system effectiveness.

10. Build and maintain positive working relationships with co-workers, other Department members and the public using principles of good customer service.

11. Ensure compliance with department benchmarks.

12. Submit measures for the following:

a. CARES

b. Mission Lifeline

c. EMS Compass

d. SETRAC

13. Identify areas from Quality Assurance to improve the department using SMART goals.

14. Work with EMS Training to identify any opportunities that may require further training.

15. Assist EMS Support with acquiring records based on complaints, subpoenas, etc.

16. Daily contact with confidential medical information requiring knowledge of and compliance with HIPAA laws.

17. Perform other duties as assigned

Cy-Fair FD has the right to consider any combination of education and experience in determining

an individual’s qualification for this position.

Compensation & Benefits will be determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.

Pay Rate: $42.92 .20 per year for longevity

Retirement:

TCDRS 7% employee contribution, 14% employer contribution

457b Voluntary retirement account, Department contribution matches up to 3%

Insurance:

Medical benefits are offered thru Blue Cross Blue Shield.

HSA Plan $5000: The CFFD covers 100% of the employee premium and 90% for family. The department makes a quarterly contribution towards the HSA account.

Dental, Vision, and Life Insurance.

The CFFD covers 90% of the employee premium and 70% for family for dental and vision.

The CFFD pays 100% of the premiums for Short Term Disability.

The CFFD pays 100% of the premiums for Long Term Disability.

The CFFD pays 100% of the premiums for a $50,000 Life Insurance policy.

Supplemental Insurance:

Aflac is available with 100% being paid by the employee.

Additional Life insurance is available with 100% being paid by the employee.
