Criminal Justice Services Division is Hiring a Program Aide (NY HELPS) Near Albany, NY

Minimum Qualifications
Preferred Qualifications:
  • The ability to compile reports, charts, or graphs that describe and interpret findings of analysis;
  • The ability to express ideas clearly and concisely in verbal and written communications; and,
  • The ability to provide leadership and to maintain professional relationships with law enforcement agencies at the federal, state, and local levels as well as the courts.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.

Duties Description
The Program Aide will provide technical support to higher level professional staff, which includes:
  • Conduct research, analysis, and problem solving with respect to the initiatives overseen by the Office of Criminal Justice Records, which will require the incumbent to have an understanding of criminal history record information;
  • Monitor and evaluate criminal history information for deficiencies and assist in correcting problems. Determine the most suitable correction to improve the criminal history based on knowledge of the criminal justice process, criminal and juvenile procedural law and superior court and family decisions;
  • Review and analyze Record Review statistics and unit processes to help determine efficiencies to be gained. Develop solutions, or assist management in the development of solutions, for the record review unit in an effort to provide a complete and accurate criminal history record;
  • Utilize the Record Review Program to assess the scope and magnitude of the different types of errors being submitted to DCJS and work with supervisors to develop action plans to proactively address these issues;
  • Respond to requests for corrections or questions regarding criminal justice data contained in the criminal history;
  • Communicate effectively with employees at all levels as well as the general public, attorneys, Morphotrust (Vendor Management System,) and legal aid; and,
  • Document as is processes and, based on analysis of statistic and trends gathered from the Record Review Unit, develop recommendations for more efficient, to be processes. Assist in the development of performance metrics for process monitoring.
