JOB TITLE: Human Resources/In-office Manager

JOB OVERVIEW:
The Human Resources/In-office Manager (Manager) is a key member of the organization’s ability to fulfill its mission, execute on its strategy and deliver on its promises to stakeholders. The Manager is responsible for developing talent strategy and vision and ensuring that our systems attract, engage, develop, support, motivate and retain the very best employees. In addition, the Manager supports an in-office team of approximately 25 employees with daily supplies, technology, interoffice mail, meeting setup assistance, etc. The Manager is committed to excellent service and knows that a seamless HR function supports other functional areas of the organization.

RESPONSIBILITIES:
Oversee day-to-day employee relations matters and HR operations
· Monitors employee relations, safety and wellness across the organization.
· Conducts confidential investigation and associated documentation of incidents if/when needed.
· Serves as an advisor to management for employment related legal issues and ensures compliance with all federal, state, and local employment and labor laws.
· Provides guidance to managers and supervisors on best practices for addressing employee relations matters including handling disciplinary actions, terminations, grievances, progressive discipline and conflict resolution.
· Owns employee handbook and ensures employee policies align with regulations and compliance requirements and are aligned with the organization's values.
· Develops and leads a comprehensive approach to employee development, retention, onboarding and offboarding for network staff.
· Maintains all HR and employee files and ensures compliance.
· Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and certifications. This may include mandated reporter training, anti-harassment training, professional licensure and certifications.
· Manages background check process, including our campuses and completes employee eligibility verifications.
· Manage day-to-day network office functions including; phones, mail, email, contracts, and office supplies, ensuring that calls, packages, and resources are properly routed in a timely fashion and resolve issues as they arise. These include but not limited to the following:
Benefits, 401k, and HRIS Administration
· Ensure overall compensation packages are competitive and equitable to recruit and maintain quality employees; design and maintain compensation model and benchmarking.
· Manages execution, oversight and evaluation of benefits and retirement program administration.
· Oversees and maintains optimal function of the Human Resources Information System (HRIS), which may include implementation, customization, development, maintenance and upgrade to applications and systems.
· Assist/collaborate with benefits provider enrollments, COBRA, FMLA, unemployment, worker’s compensation, terminations, changes, beneficiaries, disability and leads the 401(k) annual audit.
· Compiles data reports, dashboards, reports and logs as necessary.
· Drives streamlined and standardized HR administrative processes while ensuring processes are user-friendly, efficient, documented and governed.
· Collaborates with payroll for the accurate and timely processing of payroll and related reporting.
Talent Recruitment
· Manage the full recruitment life cycle including drafting, posting and maintaining job descriptions, sourcing and attracting candidates, resume review, conducting initial candidate screens and handing candidates from screens to hiring managers. Track and report data on the candidate identification, interview, selection, and onboarding processes to ensure timely and efficient timelines.
· Develop interviewing materials, practices, and policies rooted in DEI best practices that define role competencies that align with performance management systems and processes.
· In collaboration with our Marketing-Communications function, develop, execute and evaluate a recruitment marketing and outreach strategy that leverages social media platforms, job boards, university and partner organizations' communication platforms, internal and external referral programming, and targeted email campaigns.
· Manage recruitment data, ensuring data integrity and analysis on a regular basis in order to evaluate and refine recruitment strategies.
· Monitor JazzHR, the applicant tracking system and use reports to monitor the status of recruits.
Culture & Organizational Excellence
· Determine the systems, structure and routines that will help achieve strong organizational culture at the network team level and lead implementation of those systems, structures and routines.
· Maintain an internal website with key policies and informational documents.
· Identify and develop opportunities for continuous learning and cross departmental activities for all staff that advance the organization's values.
· Implements culture initiatives such as employee recognition programs (year of service, retirement, etc.).
· Lead, plan and execute logistics for key internal meetings.
· Track and manage office spacing, staff location assignments and maintain seating charts
KNOWLEDGE AND SKILLS:

REQUIREMENTS:
· Bachelor’s degree required
· PHR or SPHR certification preferred
· A minimum of 3 years of Human Resource Management or Human Resources Generalist experience
· Experience in all Human Resource compliance reporting
· Experience in benefits selection and implementation
· Experience in worker’s compensation issues and grievance investigations
· Basic accounting knowledge preferred
· Excellent communication and computer skills, experience with HRIS platform preferred
COMPENSATION:
The salary range for this position is $60,000-$70,000. Incoming salaries are determined based on experience and internal equity.
TRAVEL:
This position is based in the heart of downtown Chicago. We believe in offering a flexible work environment. Employees are expected to be in the office on average 2 or 3 days a week and may work from home on other days. Local travel to various campuses throughout Chicago is occasionally required.
