City of Pittsburgh is Hiring a RAD Program Manager Near Pittsburgh, PA

Under the general direction of the Director and Assistant Director of Parks and Recreation, the RAD Program Manager oversees the operations of the programming, staff, service delivery, expenditures, of their program areas and administration of city-wide recreation and leisure programs.

Department: Parks and Recreation

Salary: $81,074 per year.

GENERAL APPLICATION REQUIREMENTS:

QUALIFYING REQUIREMENTS:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent am eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in developing, implementing, and administering special events, programs and/or initiatives to varied age groups and populations (e.g., youth, families, children and adults). One (1) year of this experience must be in a supervisory capacity. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Parks and Recreation Administration, Public Administration, Leisure Studies or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is seven (7) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • Administers diverse programs through the delegation of responsibility to the Supervisors for the day to day operations of their respective programs.
  • Directs, manages, organizes and plans the operations of assigned program areas.
  • Interfaces with other city employees, city departments and outside organizations as required.
  • Reviews and approves contracts; monitors contracts for performance and compliance issues.
  • Supervises assigned personnel; creates staff schedules; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance; provides managerial direction as needed.
  • Maintains expenditures for program costs; prepares and approves invoices; works with vendors while remaining within the budgets for their program areas.
  • Develops new ideas to attract city residents to the parks programs.
  • Assists in developing written proposals for special programs and projects for review by the Director and/or Assistant Director.
  • Develops, determines and implements operating budgets for existing and proposed programs as assigned; monitors program revenues and expenditures as assigned.
  • Researches and gathers statistics used to evaluate programs, justify program costs and recommend major program changes.
  • Oversees the development and production of printed promotional, informational and educational materials for distribution to the public.
  • Serves as a liaison between the private sector, other city departments, county, state and federal agencies, community groups and the general public regarding events and programs.
  • Represents the Director at events/programs as assigned; responsible for public speaking at events/programs as requested or required.
  • Develops and administers approved contracts, leases and other documents (e.g., RFP’s, bids for services, supplies and equipment orders, etc.) for assigned projects.
  • Devises financial and in-kind assistance strategies for programs through grants, sponsorships, etc.; develops sponsorship proposals, assists with grant writing and maintains all documentation regarding fundraising efforts.
  • Prepares correspondence, memoranda, reports, etc. and keeps accurate records.
  • Assures program adherence to guidelines, contracts and related laws.
  • Interviews and recommends persons to be hired as full-time, part-time or temporary employees or consultants.
  • Maintains records, both manually and electronically; prepares accurate reports as requested or required.
  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Establishes and maintains effective working relationships with supervisors, associates, outside agencies and the general public.
  • May work weekends, evenings and holidays.
  • Performs activities and functions of related personnel and other such tasks and duties as assigned or required.
