JOB SUMMARY

This job is responsible for multiple functions of Business Inclusion programs and operations for the enterprise. The incumbent will be responsible for successful definition, implementation and delivery of Business Inclusion programs and operations that require cross-functional collaboration with internal divisions of the company and external business partners and inter-dependencies between a group of projects and/or related activities within the constraint of scope, quality, time and budget and under circumstances involving multiple risk factors to implement and embed the Business Inclusion strategy across the communities we serve.
The responsibility is to lead Highmark Wholecare's initiative that supports the development of qualified minority and women-owned businesses that align with Highmark Wholecare's Core Values and its commitment to business inclusion. The program manager will develop relationships with diverse suppliers and inclusive supplier advocacy groups to ensure the success and sustainability of the program. A primary focus is to manage activities related to collecting, analyzing, and reporting on key performance indicators including developing dashboards, scorecards, forecasting, trending, tracking results, and presentations.

ESSENTIAL RESPONSIBILITIES

  • Collaboration with internal and external business partners: Ensure sustainability through relationship management methodology and performance monitoring. Serve as liaison, and leader for internal business inclusion champions. Partner with internal business units to learn ongoing needs and find diverse solutions. Assist management in developing annual goals for inclusive supplier spend. Work closely with the appropriate category managers/procurement to incorporate supplier diversity goals into the bidding and procurement process. Work with Highmark Wholecare management and learning and development staff to implement a business inclusion training program to ensure that Highmark Wholecares staff is knowledgeable about supplier diversity principles and Highmark Wholecare’s business inclusion strategies and that those business inclusion principles and strategies are embedded in project specific best-practices. Work with Highmark Wholecare legal, FP&A and development teams to review, interpret and develop strategies for complying with project specific business inclusion requirements. Maintains and grows relationships with internal and external stakeholders in pursuit of diverse spend goal acquisition and enhanced diverse supplier relationships. There is an emphasis on Medicaid reporting and state contract compliance.

  • Business Inclusion Program Management: Increasing the inclusion and participation of minority and women-owned businesses across Highmark Wholecare’s portfolio. Participating in events, organizations and activities that provide Highmark Wholecare with opportunities to engage, identify and build strong relationships with diverse suppliers. Assisting otherwise qualified vendors and suppliers in obtaining their minority-owned certifications. Building and managing relationships with external organizations such as the National Minority Supplier Development Council (NMSDC), Women’s Business Enterprise National Council (WBENC), National Gay and Lesbian Chamber of Commerce (NGLCC), National Veteran’s Owned Business Association (NAVOBA), Disability: In, and their local affiliates, and leveraging these relationships to support Highmark Wholecare’s business inclusion targets. Keep current on industry trends in supplier diversity. Partner with Director of Business Inclusion to create and execute short-term and long-term strategies and plans that align with the Company goals for operational excellence in the end to end supply chain processes, supply base performance management, technology, people development and training. Support similar functions as a part of the Highmark Health business inclusion team. Ownership of key projects as assigned (e.g. RFP monitoring, State contract diverse spend monitoring and compliance, etc.).

  • Reporting & Communication: Develop and maintain tracking and reporting of inclusive spend. Monitor performance against relevant contractual agreements. Manage Tier 2 data acquisition and reporting to and from internal and external stakeholders. Track and report business inclusion policy performance in all procurement processes. Manage reporting efforts associated with tracking Highmark Wholecare’s compliance with its business inclusion targets. This includes the RFA commitments with the State of PA and this role will be responsible for facilitating the activities associated with tracking the invoices and reporting to the State as well as reporting spend to Highmark. Help manage business inclusion related communications, including internal and external portals for the Business Inclusion Program, and be responsible for content and maintenance of these areas. Participates in local, regional, and national diverse supplier conferences, opportunity fairs, and community engagement events. Assists the Program Director in representing the company at both external and internal functions as well as affinity membership groups, including African American, Latino, Asian American, women's groups meetings, trade fairs, seminars, and conferences. Provides support in the design and implementation of a communications strategy and a reporting system to inform Senior Leaderships.

  • Operations: Responsible for the day-to-day operational functions including direct contact with specified internal and external stakeholders to help increase inclusive supplier spend by communicating the business inclusion strategy and goals, introducing diverse suppliers for sourcing opportunities, and participating in outreach events for the enterprise (Highmark Health and all subsidiaries). Serve as resource to other business units as well as supply chain staff concerning company objectives, policies, data management and goals involving business inclusion. Supports onboarding of small, local, and diverse suppliers

  • Process and Policy Improvement: Track and report business inclusion policy performance in all procurement processes. Create and update processes for discovering and securing diverse vendors. Responsible for overall program and process for Highmark Wholecare’s Business Inclusion program including communication regarding requirements to various levels within the organization.

EXPERIENCE

Required

  • 4 years of experience in Direct supplier diversity or procurement program management or related function.

  • 4 years of experience in Supply Chain, Procurement, AP, or related field
