In support of the Charlotte County Clerk of the Circuit Court and County Comptroller’s mission as guardians of public records and assets, this position assists the Finance Director in the supervisory and administrative responsibilities for the overall operations of the Comptroller Division to include oversight of the general ledger accounting, financial and investment functions of the Clerk of the Circuit Court operations and the Board of County Commissioner by performing the following duties personally or through subordinates. This position fulfills an essential role in the Clerk’s office. In the event an emergency has been declared this position is required to be available to work. This position is eligible for remote work under the remote work policy.

SUPERVISORY RESPONSIBILITIES
Manages subordinate staff who oversee the Clerk of the Circuit Court’s Budget, Clerk and Board Accounts Payables, Clerk/Board and Supervisor of Elections Payroll, and Investment Financial Accounting functions. Directly responsible for the supervision, training and fiscal reporting of the Landfill/Utilities, Fixed Asset, Grants and Insurance Accountants. Is responsible for the overall supervision, coordination, and evaluation of these work units within the Comptroller Division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelor's degree in Accounting or similar field from an accredited (4) year college or university. Minimum of (4) years in a responsible management position in finance or similar field in an automated environment. Must have demonstrated superior knowledge of financial procedures and above average ability to apply this knowledge through outstanding performance following GAAP, GASB and other State and Federal compliance rules. Governmental accounting experience is preferred. Ability to obtain Florida CPA License and/or Certified Government Finance Officer designation certificate (CGFO) is a plus.
LANGUAGE SKILLSSuperior communication, initiative and organization skills with the ability to apply sound judgment are required. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public. Excellent knowledge and usage of grammar, punctuation and sentence structure is required when preparing training manuals, reports and other written communication.
MATHEMATICAL SKILLSAbility to apply advanced mathematical concepts and accounting principles as they relate to government budgeting, fixed assets, general ledger, payroll time reporting and forecasting. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, factor and cost/benefit analysis.
REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONSA valid Florida Driver's License or Florida Identification is required for the hiring process. Florida CPA License is preferred but not required.
