Description

This position is located at 23rd Avenue, a PSRB residential treatment home in NW Portland. The schedule for this position is generally Monday through Friday, with hours scheduled between 7:00 a.m. to 5:00 p.m.

The Program Manager Iworks as a member of an interdisciplinary team and is responsible for the management of licensed residential program(s). This position involves staff supervision, program operation, and clinical oversight of individuals with severe and persistent mental illness, the majority of which are under the jurisdiction of the Psychiatric Security Review Board (PSRB), which is required to monitor and supervise residents according to the conditions of their release into the community. Additionally, it involves participation and implementation of program goals and objectives to promote a strengths-based, resident-centered approach to assisting residents in achieving individual goals and transitioning to a less restrictive setting, as possible. The clients we serve may have co-occurring disorders including but not limited to traumatic brain injuries (TBI), substance use and addictions, and/or developmental delays.

All incumbents must understand, appreciate, and respect the diversity and cultural differences within our Cascadia community. It is expected that there is an awareness and sensitivity to the perspectives and perceptions to those we serve, as well as our colleagues.As Cascadia is Trauma informed, the incumbent must support a Trauma Informed Care Environment. With the high prevalence of trauma among individuals receiving behavioral health services, it is required that the incumbent understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

Essential Duties:

  • Provide monitoring and supervision for clients under the jurisdiction of the PSRB and assist clients with developing and maintaining structured activities in accordance with their goals and the terms of their conditional release into the community
  • Provide oversight for the clinical and medical needs to ensure best practices. This includes setting program goals in collaboration with the PSRB leadership team and staff such as: coordinating care with the treatment team, clinical documentation, reviewing and auditing medical records, overseeing completion of residential treatment plans, referrals and screening, plan of care authorization, money management services, and medication management.
  • Problem solve issues with clients through motivational interviewing, calming and de-escalation strategies in order support client service satisfaction
  • Medication administration where coverage is needed, using a Medication Administration Record (MAR)
  • Manage and ensure staffing ratios are met: communicate with Per-diem staff, regular staff and staffing agencies to maintain staffing ratio in order to support clients and to adhere to state guidelines for the licensed program.
  • Oversee cleanliness and maintenance of the facilities, the grounds as well as vehicle repairs to health and safety guidelines. This may include light housekeeping and communicating to staff on required cleaning duties and the reporting of maintenance needs and repairs to operations
  • Respond to client incident reports to maintain adherence to the OARs and ensure client safety. Will submit written responses of action plans to address incidences that occur.
  • Keep up-to-date client assessments. This may include writing resident assessments, resident service plans and behavioral support plans.
  • Provide staff oversight and monitor staff development: provide supervision and support, encourage professional growth and development, and ensure that regulation policies and procedures are complied with, as instructed and that trainings are up-to-date.Will collaborate with QM on policies and procedures.
  • Respond to emergencies and crisis situations as need. This includes being available by phone when not working on site and being available to respond in person, on site at various locations when it is necessary and coordinating with the treatment team to develop interventions.
  • Oversee financials/program budget to adhere to policies and procedures regarding expenses. Includes participation in annual budget meetings, accounting for program expenses, analyzing monthly financial reports, and ensure applicable expenses are reimbursed
  • Ensure that office and program supplies/equipment are maintained and ordered: Track inventory, discard food and stock food, supply fax/copy machine, cleaning supplies, household supplies, and food
  • Responsible for discharge, intake, and overseeing the referral and screening of clients. This requires completing discharge and admittance documentation.
  • Be available to transport residents as necessary
  • Ensure staff are trained on fire drill procedures: perform monthly fire drills
  • Communicate with external stakeholders to support client and program operational needs. This includes Multnomah county and the State of Oregon.
  • Adhere to compliance, required laws and trainings, safety of property and staff, regulations, I.e. Mandatory abuse reporting laws and HIPPA, fire regulations
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Document and maintain clinical records in a manner that assures compliance with all agency policy and procedures and local, state and federal regulations through use of Electronic Health Record System (EHR). Full fill fee for services as needed.
  • Complete annul employee training requirements in order to understand how to conduct ethical work, for professional development, and stay in compliance
  • Perform other duties as assigned.

Qualifications:

  • Must meet the requirements and demonstrate the competencies to be credentialed as a Qualified Mental Health Associate (QMHA). Must have a Bachelor’s Degree in a behavioral science field from an accredited college or university or three years of mental health work experience or a combination of work experience and education. Certification must be current and in compliance with MHACBO
  • Five years related experience
  • Experience supervising staff is preferred
  • Excellent verbal and written communication skills
  • Ability to multi-task in a fast paced environment
  • Ability to work with those living with both TBI and SPMI who are mandated
  • Advanced knowledge of culturally specific services
  • Perform a mental health assessment
  • Knowledge of Trauma Informed Care (TIC), motivation interviewing, and evidence based practices
  • Understanding of Recovery Model, Illness Management and strength based philosophies
  • Ability to type 50 wpm
  • Ability to maintain confidentiality
  • Working knowledge of office equipment such as fax and copy machines
  • Knowledge of Microsoft office suite with intermediate excel skills and ability to prepare advanced reports
  • Operate computer programs and system at a level needed to perform the essential duties. I.e. Credible (EHR)
  • Must have the ability to perform CPR, First Aid, and properly use AED equipment. A CPR/First Aid course to certify is provided; as certifications are required and must remain current.
  • Must be able to obtain a food handlers card and keep current
  • Must have the ability to pass a DMV check; possess a valid driver's license, three-year driving history, and a clean driving record; must have reliable access to transportation.

Working Conditions:

  • Environmental: The position works in a residential facility/home setting. Hours of operation are typically standard daytime hours, 7:00 am to 5:00 pm. This position will require the incumbent to be available on call 24/7 by phone and respond to emergencies where it may be required to cover a shift or respond in person.
  • Mental: Meal periods and breaks are subject to interruption. Remaining aware and alert is critical to detect and address escalated, potentially volatile situations on occasion. Universal precaution should be taken due to exposure to disease, bio-hazards, noise and contaminants
  • Physical: Constant ability to converse, convey information, for purpose of treatment and program operations. Extensive reviewing, reading documentation: program contracts, clinical notes and visual perception to drive. Requires periods of sitting or standing to complete work at a computer station where documentation and reporting is completed. Maintaining cleanliness and working around the facilities, bending and regular use of stairs is constant in this role. On occasion, lift 20-50 lbs. for supplies and may need to run or quickly move in escalated situations to protect client, self and staff.
