Job Description:

In your position as a Consultant, you will support a federal transformation office charged with migrating to a new grant management system service provider. You will also:

  • Analyze current grant management processes, workflows, and systems to identify areas for improvement and optimization, such as closing gaps in business process, governance, and controls documentation.
  • Collaborate with stakeholders from various departments to gather and document business requirements for the new grant management system.
  • Translate business requirements into clear and comprehensive system specifications, including user stories, use cases, and functional requirements.
  • Act as a liaison between stakeholders and the technical team, ensuring that requirements are understood and implemented accurately.
  • Facilitate meetings, workshops, and discussions to gather requirements, clarify issues, and drive consensus among stakeholders.
  • Work closely with software developers, system architects, and quality assurance testers to ensure that system solutions meet business needs and objectives.
  • Conduct impact assessments to evaluate the effects of proposed system changes on existing processes, systems, and stakeholders.
  • Develop and maintain project documentation, including business requirements documents, process flows, and system design documents.
  • Support pre-migration data cleansing.
  • Provide ongoing support and guidance to stakeholders throughout the project lifecycle, including user acceptance testing, training, and deployment.
Required Skills:
  • Public Trust Clearance required.
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or related field.
  • 4 years of experience.
  • Proven experience as a Business Analyst, preferably in the context of system migrations or software development projects.
  • Strong analytical skills with the ability to quickly understand complex business processes and requirements.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and collaborate with stakeholders at all levels of the organization.
  • Experience with requirements gathering techniques, such as interviews, workshops, surveys, and documentation analysis.
  • Familiarity with project management methodologies, such as Agile or Waterfall, and experience working in cross-functional project teams.
  • Knowledge of grant management processes, regulations, and best practices is a plus.
  • Proficiency in tools such as Microsoft Office, Visio, and project management software. 
  • Must be currently authorized to work in the United States on a full-time basis.
Desired Skills:
  • Certification(s) in business analysis (e.g., CBAP, CCBA) desirable.
