Position Description:
HRS Consulting, Inc. is seeking a Senior Program Analyst with Change Management expertise to work in support of the Department of Veterans Affairs to provide best value healthcare and professional consulting services to the Veterans Health Administration (VHA). Qualified candidates will have experience with analysis and evaluation of healthcare program effectiveness. Prior experience with programs focused on Veterans outreach in an integrated health care setting is preferred.
The Senior Program Analyst will support a high-visibility position working in direct support of the government customer. This role requires a commitment to customer service and professionalism and proven abilities to interact with executive leadership. Qualified candidates will have prior experience supporting Change Management and a strong understanding of HRO. Lean Six Sigma or Prosci certification is preferred.
Qualified candidates will have expertise with research, analysis, and reporting including experience transferring data using MS Power BI and similar tools.
Timeline: This position is intended to support future hiring needs and is contingent upon customer approval and funding.
Location Note: This position allows telework from a U.S. based location within driving distance for Wash DC meetings
Travel: Business travel is required (anticipated to be 1 week/month)
Duties/Responsibilities:
  • Supporting VHA in the analysis and evaluation of healthcare program effectiveness by measuring success, outcomes, and improvement programs
  • Conducting program reviews requiring systematic ways of assessing the quality of current and future VHA programs to determine ways to improve programs
  • Assisting VHA in executing program operations to meet the previously established goals and objectives
  • Providing input on the program evaluation and improvement of the organization and management of projects and programs to increase productivity/program performance
  • Assisting VHA in the identification of program resources and the development of program reports
  • Conduct extensive research
Experience/Education Requirements:
  • U.S. Citizenship
  • Eligibility to obtain Veterans Affairs (VA) suitability/Public Trust level access; current VA credentials (PIV card) preferred
  • Bachelor’s degree required
  • 8 years of related experience analyzing and evaluating healthcare program effectiveness
  • Experience supporting large-scale integrated healthcare systems
  • Strong understanding of HRO principles
  • Extensive research and report writing experience for health care systems
  • Experience with data analysis and data reporting
  • Proficiency working across the Microsoft Office Suite including advanced Excel skills
  • Proficiency working with MS Power BI
  • Expertise in conducting program reviews and determining methods of improvement
  • Ability to clearly communicate and exchange information with co-workers, teammates, stakeholders, and other personnel, as required
  • Experience supporting substantive programs focused on Veterans healthcare and outreach is preferred
  • Ability to support on-site meetings, 2 days/month
  • Ability to support business travel, anticipated 1 week/month
Preferred Experience:
  • Change Management certification (Prosci, Lean Six Sigma)
  • Experience implementing HRO
Work Environment/Physical Demands:
  • This job operates in a professional office environment with prolonged periods sitting at a desk, attending meetings, and using standard office equipment such as computers, phones, photocopiers, and video teleconferencing equipment.
  • This is a largely sedentary role; however, the ability to move office items such as files, laptop/computer equipment, meeting materials, and other work supplies may require carrying and lifting items up to 15 pounds at times.
  • Business travel may be required.
