Baltimore County is Hiring an Economic Workforce Accountant - Non-Merit (Specialist Officer II) Near Towson, MD

Regular Schedule: 34 hours per week, plus County benefits. This position is ARPA funded through December 2026. 
A Non-Merit vacancy exists in the Department of Economic and Workforce Development.Non-Merit positions are not classified within Baltimore County Government Classification and Compensation Plan.

You may attach your resume to the application. Job Purpose
Under general supervision, performs comprehensive professional accounting and financial management tasks for departmental accounts and grant portfolios.
Essential Job Duties
  • Maintains accurate accounting records for multiple grant funding sources using Excel and Workday Financials software.
  • Prepares detailed monthly, quarterly and annual reports for grant funding sources.
  • Maintains a variety of accounts.
  • Prepares and analyzes complex accounting reports and financial statements related to accounts. 
  • Provides accurate accounting records and supporting documentation to internal and external auditors.
  • Reconciles accounts with audit outcomes.
  • Maintains balance and expenditure activity status for grants.
  • Provides assistance and direction to fiscal staff and grantees. 
  • Conducts and participates in periodic audits of grant accounts.
  • Communicate with grantors and subgrantees.
  • Leads grant closing procedures and other year-end operations.
  • Participates in managing grant portfolios.
  • Participates in creating and reviewing budgets for federal and State grants.
  • Participates in special accounting, financial, and procedural studies.
  • May train, lead, or supervise professional and clerical accounting personnel.
  • May coordinate or supervise a specialized accounting function.

Graduation from an accredited college or university with a bachelor’s degree in accounting;
Plus
Two years’ professional experience in accounting or auditing.
OR
Graduation from an accredited college or university with an A.A. degree in accounting;
Plus

Four years’ experience in accounting, auditing, or bookkeeping, at least two years of which were at the professional level.
Education in accounting beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Knowledge, Skills and Abilities (Entry Level)
  • Knowledge of accounting, cost accounting, and auditing theory, principles, practices, and procedures.
  • Knowledge of government organizations and accounting systems and practices. Knowledge of grant and capital accounting.
  • Knowledge of automated accounting systems. 
  • Knowledge of loan receivables, preparation of amortization schedules and interest calculations. 
  • Intermediate knowledge of Excel.
  • Skill in maintaining complex accounting records.
  • Skill in analyzing accounts, ledgers, journals, and other accounting records and statements.
  • Skill in preparing periodic fiscal reports and grant documents. 
  • Ability to learn and apply County accounting rules and procedures. 
  • Ability to interpret laws, codes, and standards. 
  • Ability to lead and instruct others.
  • Ability to establish and maintain effective working relationships with others.
Knowledge, Skills and Abilities (Full Performance)
  • Knowledge of County organization and Workday budgeting system.
  • Knowledge of County accounting systems and practices.
  • Knowledge of Workday financial management software. 
  • Knowledge of County and departmental rules, regulations, policies, and procedures governing performance of duties.
  • Advanced knowledge of Excel.
  • Skill in applying all laws, codes, and standards to accounting procedures.
  • Skill in leading and instructing others.
  • Ability to assist in the development of fiscal tracking systems.
  • Ability to conduct complex accounting, financial, and procedural studies.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
