Baltimore County is Hiring a CountyRide Communications Technician II Near Towson, MD

Pay Schedule I, Grade 22, Regular Schedule: 35 hours per week.
A vacancy exists in the Department of Public Works and Transportation, Bureau of Transportation, CountyRide.

Job Purpose
Under general supervision, operates specialized computer system to reserve, coordinate and schedule appointments for elderly, disabled, and rural clients requesting CountyRide services, and to create driver schedules and dispatch drivers to specified destinations.
Essential Job Duties
  • Operates specialized computer system to register CountyRide clients, receives requests for trips and schedules trips via a GIS based computer program.
  • Interprets and disseminates program policies and procedures to clients and the general public.
  • Processes trip requests and produces daily schedules using computer program.
  • Identifies special client situations and refers the client to appropriate staff if necessary.
  • Communicates with drivers employing FCC-10 Code system.
  • Relays information regarding cancellations, traffic problems, and special client needs.
  • Reschedules routes/trips when necessary.
  • Assists drivers via radio in emergency situations to safeguard those in transit.
  • Receives and records vehicle locations throughout the day as reported by drivers for real time accountability.
  • Monitors record of vehicle maintenance.
  • Monitors driver overtime and adjusts schedules accordingly.
  • Monitors driver leave time and training dates to ensure adequate coverage.
  • Calls in substitute drivers when necessary.
  • Operates office machinery, such as microcomputers, photocopiers, fax machines, calculators, telephones, scanners, and printers.
  • Guides, assists, and trains co-workers.
  • Operates a CountyRide van to transport senior adults to and from scheduled appointments and activities in the absence of a CountyRide driver.
Examples of Other Duties
Files and maintains records. Records statistical information, payroll data and completes various forms. Performs intake tasks as required. Coordinates special projects. Performs other related duties as required.

Possession of a high school diploma or appropriate equivalent;Plus One-year of computer experience utilizing a reservation/scheduling/dispatching computer program. 
Knowledge, Skills, and Abilities (Entry Level)
  • Knowledge of Federal Motor Carrier Safety Regulations. 
  • Knowledge of office procedures. 
  • Knowledge of a reservation/scheduling/dispatching computer program. 
  • Skill in the operation of a two-way radio and the FCC -10 Code is required.
  • Skill in the operation of office machines as listed in essential duties. 
  • Ability to communicate effectively. 
  • Ability to follow both written and oral directions.
  • Ability to follow County and department rules and regulations. 
  • Ability to establish and maintain effective working relationships.
Knowledge, Skills, and Abilities (Full Performance) 
  • Knowledge of federal, state, county, department and CountyRide rules and regulations. 
  • Knowledge of Baltimore City and County geographic areas and landmarks.
  • Skill in reading maps and geo-coding information. 
  • Skill in the operation of reservation/scheduling/dispatching and/or other related computer software.
  • Ability to complete tasks in accordance with established guidelines. 
  • Ability to solve problems in emergency situations. 
  • Ability to work independently 
Age Requirements
Non-Maryland residents must be at least 21 years of age at the time of appointment.
Character Requirements
All applicants must be of good moral character and emotionally stable, as determined by a background investigation and drug test. Persons appointed to this position are subject to periodic drug testing.
Licenses and Certificates
Possession of a valid driver's license equivalent to a commercial class C Maryland driver's license with passenger endorsement and a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions. 
Release of Information for applicants with a current CDL/DOT License
As a DOT regulated employer, Baltimore County Government requires applicants accepting an interview for this classification to sign a Release of Information Form in order to obtain drug and alcohol testing records maintained by your DOT regulated employer(s) for the previous 2 years. Refusal to sign the release form will result in you no longer being considered for this position.
Employees must satisfactorily complete a County sponsored CPR and First Aid training and maintain certification throughout employment. Persons appointed to this position will work various shifts and may be required to work overtime as needed.
Physical and Environmental Conditions
This position is essentially sedentary. At times, this position will require the operation of a motor vehicle, driving in adverse weather conditions, and occasional heavy lifting.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
