Baltimore County is Hiring an Economic and Workforce Development -Blueprint Fiscal Manager - Non-Merit (Specialist Lead) Near Towson, MD

Regular Schedule: Non-Merit, 34 hours per week, plus County benefits. 
A Non-Merit vacancy exists in the Department of Economic Development.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.
Definition of Responsibility Responsible for fiscal administration of the Blueprint for Maryland’s Future program; includes preparing and maintaining complex fiscal records, processing expenditures and procurement documentation, monitoring grantees, general accounting and budget support, and other duties as required.A list of eligible applicants will be established based on the examination as outlined below.

Failure to complete all fields of the "Work Experience" section of the application may result in your application not being considered. Under general supervision of the Blueprint Project Director, the Blueprint Fiscal Manager performs professional fiscal, administrative, and analytical duties. 
Essential Job Duties 
  • Supports contract and grant management activities, including compilation and management of monthly activities that support quarterly grant reports.
  • Reviews and correctly processes all departmental invoices for payment in accordance with departmental procedures.
  • Reporting and record keeping for all Blueprint expenditures and reporting those expenditures as required by the department, the County and the State of Maryland.
  • Coordinates and facilitates all Blueprint procurement matters through the County’s Purchasing Department while adhering to County policies.
  • Prepares grant documentation and administers grants. 
  • Monitors expenditures to ensure they are in accordance with guidelines and appropriations.
  • Provides advice and guidance to agency staff regarding purchasing activities. 
  • Processes purchase requests, requisitions, direct payments, and procurement card purchases.
  • Prepares fiscal and program data reports.
  • Analyzes and submits all reporting metrics.
  • Provides fiscal documentation to internal and external auditors.
  • Provides support and analysis of management proposals as requested. 
  • Researches, writes, and presents comprehensive reports and memorandums.
  • Leads, coordinates, and conducts special programs and projects.
Examples of Other Duties 
Performs other duties as assigned related to fiscal and administrative activities for the department.

Each position may not be required to perform all of the essential job functions listed.Bachelor’s Degree in Business Administration or related field with four (4) years' experience
OR 
Masters’ Degree with two (2) years’ experience
Plus
At least two (2) years of fiscal management experience
And
A Minimum of one (1) year experience managing all elements of a full grant cycle is required
Preferred Experience
Experience with financial systems and working with federal grantsExperience working with Workday financial system
Knowledge, Skills and Abilities 
  • Skill in administering contracts and grants.
  • Skill in performing fiscal analysis.
  • Knowledge of the Workday financial system.
  • Intermediate level skills using MS Office Applications (Word, Excel, Power Point, Outlook).
  • Knowledge of County and departmental rules, regulations, policies and procedures.
  • Knowledge of County budgetary and purchasing processes, procedures and methods.
  • Skill in coordinating and conducting programs and special projects.
  • Ability to maintain a wide variety of fiscal records.
  • Ability to work as part of a team.

EXAMINATION PROCEDURE
