Baltimore County is Hiring a Workforce Development Senior Manager - Non-Merit (Chief of Operations) Near Towson, MD

Schedule: 34 hours per week, plus County benefits. 

A Non-Merit vacancy exists in the Department of Economic andWorkforce Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Definition of Responsibility
This is a professional leadership position responsible for overseeing the agency's workforce development programs, including federally-funded Workforce Innovation and Opportunity Act (WIOA) services for adults and youth.

Job Purpose
The position leads career service operations and staff at three American Job Centers (AJCs), a program that delivers workforce services to young adults with barriers to education and employment, and workforce demonstration programs outside of federal funding.
Essential Job Duties
  • Represents the workforce development division on the department's senior management team.
  • Supervises and evaluates six workforce managers.
  • Provides leadership/management of the overall operation of Baltimore County's Liberty, Hunt Valley and Eastpoint AJCs, also known as "One-Stops," and any potential future affiliate locations.
  • Oversees career center operations and basic career services offerings, including job search workshops, career resource room, and front desk operations.
  • Establishes and maintains excellent collaborative working relationships with leadership and staff of WIOA partner programs to leverage resources and integrate quality, consistent service delivery for the benefit of customers.
  • Establishes goals and projects to accomplish the department's workforce development strategies, and provides motivation and direction to ensure specific milestones are accomplished.
  • Develops, implements and oversees effective and innovative strategies for new and improved program offerings and service delivery models for both internal services and partner services.
  • Evaluates programs and services to meet market demands and to ensure excellent customer service and continuous improvement both in programming and services.
  • Analyzes and implements strategies to consistently achieve mandated federal Workforce Innovation and Opportunity Act (WIOA) performance standards.
  • Manages staffing levels and allocations to maximize quality of customer service.
  • Supports Workforce Development Board (WDB) committees and/or taskforces and the development and implementation of Baltimore County's Workforce Development Plan.
  • Contributes to the development of local policies and procedures necessary for the effective delivery of workforce services in compliance with federal, state and local laws and regulations.
  • Supervises, trains, directs and evaluates staff to achieve personal, team and organizational goals.
  • Leads teams to accomplish special projects.
  • Provides leadership to the Manager of Youth Services on key initiatives such as a Summer Jobs Program for disadvantaged youth and the Request for Proposal process for youth service providers.
  • Assists in planning, preparing and managing annual budget of over 4 million dollars.
  • Coordinates and communicates with other unit managers in the agency.
  • Proposes solutions to administrative, operational, partner collaboration and personnel issues.
  • Establishes and maintains positive working relationship with One-Stop partner programs and organizations.
  • Analyzes and researches potential funding or program expansion opportunities.

Graduation from an accredited college or university with a bachelor's degree:
Plus 
At least three years of management and supervisory experience, preferably in a workforce development, not-for-profit or human services setting.
Additional experience may be substituted for education on a year for year basis, for up to two years.
Preferred Experience
  • Experience working with Maryland Workforce Exchange (State’s Workforce Case Management System)
  • Experience working with apprenticeship programs
Knowledge, Skills and Abilities 
  • Understanding of the Workforce Innovation and Opportunity Act and related local, state, and federal programs, guidelines and legislation.
  • Knowledge of local business community and community resources.
  • Knowledge of the principles, practices, and techniques of workforce development program administration and management of employees.
  • Knowledge of the Maryland Workforce Exchange (State’s Workforce Case Management System).
  • Experience working with apprenticeship programs.
  • Strong and effective spoken and written communication skills with ability to prepare and present clear, accurate reports and project proposals.
  • Intermediate level skills using MS Office Applications (Word, Excel, Power Point, Outlook).
  • Proven ability to work effectively in a fast-paced and fluid environment, maintaining a positive, solutions­ oriented outlook.
  • Ability to establish rapport with staff and co-workers, develop and maintain effective working relationships with public, community partners, business representatives, co-workers and customers.
  • Ability and drive to lead innovative workforce development programs.
  • Ability to support the development and implementation of Sector Strategies.
  • Ability to develop and implement strategic plans that meet the needs of job seekers and businesses.
  • Ability to operate and implement programs that meet federally mandated performance requirements.
  • Ability to effectively establish priorities, manage multiple complex projects in a fast-paced environment.
  • Ability to work under stringent deadlines and handle simultaneous assignments.
  • Ability to work in a team environment, both leading and participating in teams.
EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training, experience and education as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions. 

Licenses
Possession of a valid non-commercial class C Maryland Driver's license or an appropriate equivalent is required at the time of appointment.
Driver's license and reliable transportation are required. 

Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.

Applicants selected for an appointment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
