Baltimore County is Hiring an Economic Workforce Blueprint Data Analyst - Non-Merit (Specialist Lead) Near Towson, MD

A Non-Merit vacancy exists in the Department of Economic and Workforce Development.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.
Regular Schedule: Non-Merit, 34 hours per week, with some evenings hours as needed. Plus County benefits. This position is funded by the 10-year Blueprint for Maryland’s Future Fund.

Definition of Responsibility
Collecting, analyzing, and reporting data on behalf of the Blueprint Program and Maryland State Department of Education (MSDE). A list of eligible applicants will be established based on the examination as outlined below.

Under supervision of the Blueprint Program Manager, the Blueprint Data Analyst manages program evaluation for the Blueprint project.
Essential Job Duties 
  • Develop quantitative and qualitative evaluation models for the workforce system and for the Workforce Board Career Counseling Program, aiding programmatic planning, operational, and resource development functions.
  • Collect, organize, analyze, and present data accurately and logically, including data from partnering entities including private industry, BCPS, and CCBC.
  • Organize, analyze, and present data accurately and logically.
  • Serve as the Blueprint resource for Labor Market information, conducting in-depth analysis of labor market trends and identifying gaps.
  • Utilize software and statistical techniques for efficient analyses, including Crystal Reports, Access, Excel, and SQL queries.
  • Write clear, concise reports and make presentations to various audiences regarding evaluation findings.
  • Compile and implement mechanisms for measuring programmatic strategies' effectiveness.
  • Provide information support and data analysis, collaborating with partnering entities (CCBC/BCPS) and agency's management staff.
Data Management
  • Collect, analyze, and report data for all Blueprint grant-funded providers.
  • Submit reports to MSDE and other entities as required.
  • Manage data sharing among partners, including Baltimore County Public Schools (BCPS) and Community College of Baltimore County (CCBC).
  • Collaborate with Blueprint Program Manager, staff, and partners in data check-in calls and program goal determination.
  • Ensure timely, high-quality data reporting and analysis for internal and external stakeholders.
  • Contribute to cross-functional projects aligning goals with data management objectives.
  • Monitor and manage complex data sets, implement data quality programs, and adhere to Baltimore County Government policies.
  • Create data inventory and aggregation methods for tracking and measuring project sections related to program evaluation.
  • Utilize Microsoft Excel and analytical software to identify data trends.
  • Participate in meetings with stakeholders, conduct presentations on data findings and reports, and provide technical assistance to Blueprint providers.

Bachelor's degree in Math, operations research, statistics, data analytics, or related field;
OR
At least two-years of demonstrated work experience in Business Analytics, Statistics, Data Analysis, or related experience.
Driver’s license and reliable transportation are required. 
Preferred Experience and Skills 
  • Data and Education experience is preferred.
Knowledge, Skills and Abilities (Entry Level)
  • Investigative ability and intellectual curiosity.
  • Strong interpersonal skills and ability to explain technical subjects to a non-technical audience.
  • Proven knowledge of analysis software such as SPSS, Excel, Access, Crystal Reports, and SQL queries.
  • Self-starter with the ability to work effectively as part of a team and independently.
  • Proficient in data analysis, statistical concepts, and analytical tools.
  • Excellent written and verbal communication skills; communicate and visualize analytical results and insights for partners at all levels.
  • Demonstrated ability to analyze data meaningfully for policy and program decision-making.
  • Interface effectively with people at all levels within the workforce system.
  • Experience writing advanced MS Excel, creating pivot tables, and other queries.
  • Aptitude to quickly learn and apply unfamiliar models and analysis techniques for continual improvement of technical skillsets.
  • Demonstrated ability to query information and visually present trends, patterns, and anomalies.
  • Excellent technical writing skills, including the ability to communicate analytic results to other business departments at all organization levels.

Physical and Environmental Conditions
The work of this classification is primarily sedentary, with occasional walking, lifting, and other restricted physical activities. Duties will include travel between work sites. 

Must have valid driver’s license and reliable transportation.
