Collecting, analyzing, and reporting data on behalf of the Blueprint Program and Maryland State Department of Education (MSDE).

Job Purpose
Under supervision of the Blueprint Program Manager, the Blueprint Data Analyst manages program evaluation for the Blueprint project.
Essential Job Duties

  • Develop quantitative and qualitative evaluation models for the workforce system and for the Workforce Board Career Counseling Program, aiding programmatic planning, operational, and resource development functions.
  • Collect, organize, analyze, and present data accurately and logically, including data from partnering entities including private industry, BCPS, and CCBC.
  • Organize, analyze, and present data accurately and logically.
  • Serve as the Blueprint resource for Labor Market information, conducting in-depth analysis of labor market trends and identifying gaps.
  • Utilize software and statistical techniques for efficient analyses, including Crystal Reports, Access, Excel, and SQL queries.
  • Write clear, concise reports and make presentations to various audiences regarding evaluation findings.
  • Compile and implement mechanisms for measuring programmatic strategies' effectiveness.
  • Provide information support and data analysis, collaborating with partnering entities (CCBC/BCPS) and agency's management staff.
Data Management
  • Collect, analyze, and report data for all Blueprint grant-funded providers.
  • Submit reports to MSDE and other entities as required.
  • Manage data sharing among partners, including Baltimore County Public Schools (BCPS) and Community College of Baltimore County (CCBC).
  • Collaborate with Blueprint Program Manager, staff, and partners in data check-in calls and program goal determination.
  • Ensure timely, high-quality data reporting and analysis for internal and external stakeholders.
  • Contribute to cross-functional projects aligning goals with data management objectives.
  • Monitor and manage complex data sets, implement data quality programs, and adhere to Baltimore County Government policies.
  • Create data inventory and aggregation methods for tracking and measuring project sections related to program evaluation.
  • Utilize Microsoft Excel and analytical software to identify data trends.
  • Participate in meetings with stakeholders, conduct presentations on data findings and reports, and provide technical assistance to Blueprint providers.

Minimum Required Qualifications
Bachelor's degree in Math, operations research, statistics, data analytics, or related field;
OR
At least two-years of demonstrated work experience in Business Analytics, Statistics, Data Analysis, or related experience.
Driver’s license and reliable transportation are required.

  • Experience writing advanced MS Excel, creating pivot tables, and other queries.

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
