Artemis Arc is Hiring a Public Relations Specialist Near Washington, DC

Requisition ID: 2023-2447 Job Summary:
Artemis is seeking a full-time, versatile Public Relations Specialist with comprehensive experience leading large-scale communications campaigns for the federal government. The Public Relations Specialist will serve as the technical expert in internal and external communications strategy development, planning and execution within the Veterans Health Administration (VHA). The ideal candidate has a background in crisis management and experience interacting with media on national and local levels. Must be a self-starter, proactive problem-solver, timely communicator and action-oriented team player. This individual must be committed to providing superior service, act poised in a fast-paced environment, and have a positive and flexible attitude.
This is a contingent hire position. This position may be required to work on-site in Washington, DC.
Primary Responsibilities:
  • Serve as the expert consultant to management for the development of communication plans and implementation strategies that broaden the reach and deepen the impact of the services provided by VHA.
  • Develop and initiate an effective crisis management strategy; able to pivot quickly to respond to policy changes, public health emergencies and other crises (including health care service incidents and natural disasters) and inaccurate media coverage.
  • Develop, plan, direct and execute strategic communication plans to promote and expand the reach and impact of approved messaging and public education and advise on communication matters for VHA.
  • Develop, plan, direct and execute strategic communication plans to promote internal audiences: employee benefits and human resource initiatives within internal departments.
  • Coordinate news conferences, special media events and press releases as well as facilitate feature stories as appropriate.
  • Respond to requests for information from the news media, elected officials, special interest groups and the public.
  • Establish and maintain effective working relationships with members of the media, congressional and legislative representatives, Veteran Service Organizations and other specialized groups.
  • Continuously monitor all facility web sites and social media platforms for compliance with VA national standards.
  • Develop and manage a robust public affairs program; responsible for planning, designing and executing all program activities to inform and educate the general and specialized public groups regarding programs, activities, issues and services.
  • Plan, direct and execute campaigns to convey complex information concerning VHA’'s programs, program related activities, responsibilities and action.
  • Develop new products as well as review and copyedit existing products supplied by the client.
  • Conduct assessments of existing communications and marketing plans and perform research to inform the development of new plans and products.
  • Oversee the development of strategic communications as coordinated products such as websites, print products, podcasts, social media, newsletters and infographics.
  • Write, edit and improve briefing tools (e.g., presentations, talking points, reports, information papers, email, newsletters, articles) designed to communicate complex material to a non-technical audience.
  • Interface with and support government clients, including senior executives.
  • Support other duties and assignments as required by clients.
Minimum Qualifications:
  • 8 years of related experience.
  • Bachelor’s in communications or public relations.
  • Experience supporting complex marketing projects and outreach marketing efforts within the federal government, preferably VA.
  • Excellent leadership and analytical skills.
  • Ability to obtain and maintain a public trust clearance.
  • Excellent ability to communicate across most mediums and settings.
  • Legal authorization to work in the U.S.

  • Experience working with crisis communications and environment scanning for potential issues.
  • Communications and media experience, working with national and local level media.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and the ability to carry out multiple tasks under tight deadlines.
  • Strong time management, creativity and problem-solving skills.
  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Ability to work effectively both independently and as part of a team.

VHA’s Office of Communication serves as the corporate communications office for VHA, the nation’s largest integrated health care system and the third largest civilian workforce in the federal government. The office is responsible for informing Veterans and other key internal and external audiences about the services VHA offers, organizational priorities, ongoing initiatives, health and wellness issues, advances in medical and clinical care, and a wide array of events and activities occurring both nationally and locally.
