Alutiiq is Hiring a Business Manager Near Cleveland, OH

Alcyon Technical Services located at the NASA Glenn Research Center in Cleveland, Ohio is hiring for an experienced Business Manager. This will be a crucial role within our organization to manage the financials and is a key partner with the Program Management Office (Upper Leadership) as well as NASA Leadership.

Major Responsibilities

The major responsibilities of this position include: Under minimal supervision, manages business functions of the Technical Information, Administrative, and Logistics Services 2, (TIALS-2) contract, including Statement of Work (SOW) Change Order cost estimates, Technical Direction (TD) cost estimates; financial budget preparation, monitoring and reporting; contract cost control; and procurement. Incumbent provides counsel regarding the interpretation of laws, government regulations, policies, practices and procedures related to contract administration, payroll, finance, and procurement. Leads all contract business office activities, administers and oversees all office functions. Work is reviewed in terms of meeting contract requirements as well as established specific goals and objectives.

Duties and Responsibilities

  • Advises, interprets and provides counsel to management and staff on laws, government regulations, Alcyon Technical Services (ATS), LLC., policy and program rules and procedures involving: contract administration, SOW Change Order processing, timekeeping and payroll issues, contract financial budget and reporting, contract cost control, contract property, procurement and accounts payable processes.
  • Communicates with contract management on contract business management issues.
  • Supports the development of customer requests and actions.
  • Counsels line management in the use of cost forecasting tools, effective cost controls, and appropriate use of contract financial reports.
  • Assists with development of reward and recognition initiatives; administers financial aspects of recognition initiatives in conformance with established ATS, LLC. and contract policies and procedures.
  • Promotes organizational fitness and vitality by conducting research, analyses, and studies to address significant issues and problems related to contract business management; recommends or initiates programs, actions, or services to resolve problems.
  • Counsels and informs ATS corporate office of State issues, tax laws and all other rules and regulations specific to the State of Ohio and their application to the contract.
  • Participates in the negotiations of Collective Bargaining Agreements. Participates in the administration of the Collective Bargaining Agreement as required.
  • May be required to work odd hours to meet contract requirements.
  • May be required to support ATS, LLC. new business activities.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education, Experience, and Skill Requirements:

Education:

BS/BA Degree in a Business or Technical field. [In lieu of a degree, two years of experience may be substituted for each year of formal education].

Experience:

Ten years of progressive experience in government contracting, four years of which are in a supervisory capacity. Certified Public Accountant credentials desirable but not required.

Skills:

  • Knowledge of and skill in applying the principles, practices and procedures of government contract business management functions.
  • Knowledge of and skill in interpreting applicable provisions of the Fair Labor Standards Act (FSLA).
  • Knowledge of and skill in interpreting and applying the Code of Federal regulations, Federal Acquisition Regulations (including the NASA Supplement), state statues and applicable rules and regulations related to government contracts.
  • Knowledge of and experience with provisions of the Service Contract Act.
  • Knowledge of and experience with Collective Bargaining Agreements.
  • Knowledge of payroll and accounts payable processes and/or systems (Costpoint/Deltek experience preferred).
  • Ability to collect, analyze, and report data.
  • Skill in problem analysis and resolution.
  • Skill at summarizing cost savings.
  • Skill in budget estimating and annual budget development.
  • Skill in organizing, tracking and prioritizing assignments and tasks for self and subordinates.
  • Skill in facilitating meetings and delivering presentations.
  • Skill in developing presentations and reports.
  • Ability to communicate at all levels both internal and external to the organization.
  • Ability to communicate both orally and in writing.
  • Skill in effectively using a variety of communications processes.
  • Ability to direct work of others.
  • Ability to gain the trust and confidence of both customers, program management staff and employees.
  • Ability to exercise good judgment in dealing with contract as well as personnel issues.
  • Ability to objectively evaluate the performance of subordinates against job functions.
  • Knowledge of applications such as Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Knowledge of automated payroll processes and procedures, including electronic timekeeping.
  • Knowledge of automated procurement systems is beneficial.
