Description

The role of the Administrative Services Director involves overseeing the strategic planning and operational activities related to facilities and property management, office support services, consolidated purchasing and insurance programs, and other initiatives assigned within the Administrative Office of Pennsylvania Courts. This position also chairs the Judiciary’s health and safety committee.

Primary Duties

  • Conducts strategic and operational planning for the Office of Administrative Services.
  • Leads a team of 14 professional and technical employees.
  • Develops and implements facilities-related functions for the AOPC – space planning, building renovations, new construction, furniture, fixtures & equipment requirements, housekeeping/maintenance, and security and on an as-needed basis for other Pennsylvania Judicial Center occupants. Responsible for various consolidated contract programs related to these functions.
  • Oversees the physical (non-IT) aspects of building security. Duties include 24/7 emergency contact with police, fire, and security companies in the event of an incident.
  • Develops and ensures the ongoing maintenance of the AOPC Disaster Recovery Program. Duties include Recovery Coordinator responsibilities for the AOPC in the event of a disaster.
  • Shares responsibility for Administrative Services-related procurement activities and developing a central budget for the PJC.
  • In charge of the AOPC fixed asset ledger, including assets of PJC-based entities.
  • Develops and implements AOPC Administrative Services policies and procedures.
  • Serves as primary contact/liaison with the Department of General Services regarding PJC operational issues and assists with the development and review of interbranch agreements.
  • In collaboration with PJC occupants, coordinates relocation activities to and within the PJC.
  • Manages office services activities & support - mail, receiving, messenger duties & receptionists at the PJC, and collaborates with Mechanicsburg and Philadelphia locations regarding phone coverage.
  • Oversees the AOPC Automotive Officer duties regarding vehicle procurement, maintenance, scheduling, and usage reporting of AOPC state-owned permanent or temporary vehicles. Coordinates AOPC vehicle leasing activities – financial analysis, vehicle procurement/leasing, usage reporting, insurance, and maintenance.
  • Provides insurance support, consultant services & claims adjusting activities between the Judiciary and the Bureau of Financial Asset Risk Management or commercial insurance companies.
  • Oversees the data center in the Mechanicsburg location and provides support as necessary.

Minimum Qualifications

  • Bachelor’s degree, PLUS
  • Seven years of progressively responsible and varied management work in a large organization, including at least four years in a responsible supervisory capacity; OR
  • An equivalent combination of education, experience, or training may be considered.

Additional Requirements/Preferences

  • Satisfactory criminal background check required.
  • Duties may require extended and irregular work hours.
  • Knowledge of government budgeting and fiscal control procedures preferred.
  • Knowledge of inventory control and storage procedures preferred.
  • Experience with insurance, project and facilities management preferred.
