Minneapolis Park and Recreation Board is Hiring a Park Project & Systems Analyst Near P7200, MN

The MPRB is searching for a data-driven Park Project & Systems Analyst to design, analyze, evaluate and implement system-wide solutions to increase the operational outcomes of the Asset Management Department and improve the quality and accessibility of service delivery processes and functions and information sharing through the application of design and system thinking, program/process evaluation, and technical analysis (GIS, asset management software/system, statistical programs). The goal of this work is to achieve significant, measurable and sustainable organizational improvement that is aligned with the MPRB's mission, vision, goals and objectives.

Employee will be eligible to request a teleworking arrangement (up to two days per week of remote work) after 6 months of continuous regular employment and a satisfactory performance record.

  • Perform operational analysis for the department, in such areas as project management, workflow and staffing, systems, programs, policies and procedures, and internal and external information sharing. 
  • Support continuous improvement initiatives through the creative use of data, communication/visualization tools and design/systems thinking practices. Aid in the development of performance measurement and processes for department activities; works with staff to gather, interpret, and prepare data for relevant studies and reports.
  • Support a centralized system for maintaining asset data and records for department in coordination with other departments and divisions to provide data sharing, cataloging and access.
  • Support department continuous improvement initiatives through creative data and information use/collection.
  • Produce quality in house and public facing maps and graphics using GIS or other graphics software. 
  • Comprehend complex technical subjects and translate to non-technical audiences; effectively works with people from many different disciplines and work backgrounds with varying degrees of technical experience.
  • Assist MPRB in identifying and addressing the park and recreation needs of underserved and under-represented communities.
Need to Have:
  • Bachelor’s degree from an accredited college or university with a major in Geography/Urban Studies, Planning, Landscape Architecture, Park and Recreation, Research and Statistics, Construction Management, Business Administration, Design/Continuous Improvement, or related field. A Bachelor's degree from an accredited college or university with a major in an unrelated field and closely related work experience may be considered.
  • Professional work experience in project and system analysis or related analytical experience in operational activities (such as data gathering and analysis, performance measures, strategic initiatives): at least three (3) years 
  • Professional work experience in park and recreation operations, planning or construction: at least two (2) years
  • GIS and/or other mapping/analytical software through academic or work experience: (2) years
  • An equivalent combination of education and experience that is relevant to the essential duties may be considered. 
  • Valid Drivers License

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
 
The ability to safely operate a motor vehicle as incumbents are subject to local travel to and from work locations. Operating office equipment requiring continuous or repetitive hand/arm movements. The ability to remain in a sitting or standing position for extended periods of time.
 
Most work performed in a normal office environment during normal business hours. There will be local travel to public meetings held at various Minneapolis locations with some meetings being held after normal business hours.
Skills Crucial to Success in This Role: 
  • Modern principles, techniques, and best practices used in managing maintenance operations, parks and recreation systems, and environmental systems.
  • Data Visualization tools and software
  • Handle complex problems concurrently, assimilate large quantities of information thereby constructing a persuasive vision and direction, and effectively advise and guide superiors, peers and subordinates.
  • Imaginatively and effectively identify and evaluate programs, work processes, operational practices and develop thorough alternatives in relation to trends, costs, social and political needs that improve operational effectiveness and are based on best practices.
  • Thoroughly evaluate project and operation alternatives and make recommendations for improvements in MPRB facilities, processes and service delivery.
  • Work independently, without specific task direction, to identify organizational needs and deliver appropriate solutions within the context of the MRPB mission, its comprehensive plan, and department goals and strategies.
  • Outstanding customer service principles and practices and standards for a diverse customer base.

Selection Process:

What steps the selection process involves:

  • We review your minimum qualifications.
  • We rate your training and experience based on application materials and supplemental questions (30%).
  • We conduct a structured panel interview (oral exam) (70%).
  • We calculate your civil service score based on the above components and place you on the eligible list if all testing components are passed (passing score for each component and as an overall score is 70.00 or above). Eligible list will expire in three (3) months.
  • We refer the top finalists to the hiring manager for an interview.
  • References, including verification of employment and work performance, may be considered. 
  • We conduct a background check. Upon receiving a conditional offer of employment, the applicant will be asked to sign an informed consent allowing the Minneapolis Park and Recreation Board to obtain their criminal history in connection with the positions sought.
