SUMMARY

The Director of Human Resource and Operations is responsible for the administrative, operational, and financial support of the organization by overseeing day-to-day activities and ensuring performance is efficient and effective across the organization. The Director of Human Resource and Operations plays a role in the agency’s long-term strategic planning and manages the organization’s success and growth. The role works collaboratively with the Executive Leadership Team and other members of the organization to set and meet the organization's strategic goals. The Director of Human Resource and Operations will oversee and manage three key functions of the organization; financial, human resources, and office management.

CLASSIFICATION: Exempt

STARTING SALARY: $90,000 (based on education and experience)

ESSENTIAL DUTIES AND RESPONSIBILITIES:

GENERAL DUTIES

1. Establishes quantitative and qualitative metrics, guidelines, and standards by which the

company’s efficiency and effectiveness can be evaluated; identifies opportunities for

improvement.

2. Reviews, analyzes, and evaluates business procedures.

3. Develop and implement policies and procedures that will improve day-to-day operations.

4. Communicates and explains new directives, policies, or procedures to directors and

managers; for major changes, meets with entire operations staff to explain changes, answer

questions, and maintain morale.

5. Improves overall agency function and impacts service delivery through policy and procedural

changes.

6. Support needs (both financial resources and staff resources) for long-term sustainability.

7. Develop long term measurable goals and make the case for continued support based on

proven results.

8. Participate in the development of monthly, quarterly, and annual program reports.

9. Plan, monitor, and analyze key metrics for the day-to-day performance of the operations to

ensure efficient and timely completion of tasks.

10. Uphold organization policies and standards, ensuring legislative regulations are followed.

11. Attend routine meetings with executive team and directors and report out updated

information and data as required.

12. Performs other related duties as assigned.

FINANCIAL DUTIES

1. Oversee payroll, payroll liabilities, and benefits including vacation accrual and retirement

plans. Create and maintain updated policies and procedures related to this process.

2. Support the relationship with our outside accounting firm. This includes ensuring that the

accounting firm processes financial information including grant billing on a timely basis and

meets the expectations of our engagement letter. In addition, will manage the internal

financial team staff to ensure efficient functioning and documentation for all financial

systems.

3. Ensure compliance with Federal, State, local and any other financial, tax reporting and

regulatory requirements.

HUMAN RESOURCE DUTIES

1. Manage HR related activities, including staffing compensation, managing records, pay

roll and employee relations.

2. Reviews, recommends, and develop policy and procedures and subsequent updates in

compliance with federal and state employment regulations.

3. Administers various employee benefits programs including group medical/vision, dental,

life and supplemental insurances.

4. Manage liability insurance claims.

5. Submit any work-related injury documentation to Workman’s Compensation carrier and

track status.

6. Supports recruitment functions including securing effective job posting sites and

participates in interviewing and hiring activities of new employees.

7. Coordinate onboarding process for new hires.

8. Initiates professional development strategies for managers and directors related to

employment laws and human resource practices.

9. Act as a liaison between employees and management by offering direct support during

employee issues, offer coaching strategies, refer to agency policies and state employment

laws, and communicate with external legal resource for disciplinary actions and

involuntary exits.

10. Maintain HR confidentiality.

OFFICE MANAGEMENT DUTIES

1. Leads coordination and integration of efforts among operations, technology, and direct

client service divisions to produce smoother workflow and more cost-effective processes.

2. Support work with securing vendors and leasing properties as needed.

3. Maintain agency license status and update vendor contracts as needed.

4. Ensures work environments are adequate and safe and develop and update policies and

procedures as needed.

5. Monitoring purchasing of office supplies and ordering new stationery, furniture,

appliances and electronics as required.

SUPERVISORY/MANAGEMENT RESPONSIBILITIES: - consists of but not limited to:

1. Participates in the hiring and training of its departmental staff.

2. Organizes and oversees the work and schedules of its departmental staff.

3. Conducts performance evaluations that are timely and constructive.

4. Handles discipline and termination of employees as needed and in accordance with the

organization’s policy and adhering to State laws.

5. Approve and sign off on leave requests, time sheets and expense requests.

EDUCATION AND EXPERIENCE:

1. Minimum bachelor’s degree in business administration, non-profit management or related

field. Master’s degree in business administration or related field, or significant experience

preferred. Certifications or licenses obtained in Facility Management or related

background will be accepted along with the minimum or greater direct experience stated.

2. Extensive and diversified background with a minimum of 10 years of human resources

and payroll experience in a company or non-profit organization.

3. Experience with budget and business plan development.

4. Experience supervising staff or team with a minimum of 5 years.

5. Proven ability to develop innovative solutions for increased productivity.

6. Strong organizational, communication, and leadership skills.

7. Experience working with data analysis, performance metrics and using complex software

(Advanced Microsoft Office skills required, Payroll platforms, and experience in using

Accounting Software such as Quickbooks preferred).

LANGUAGE SKILLS:

1. Ability to effectively present information to professionals, top management and/or boards of

directors.

2. Ability to speak effectively to collaborative agencies, employees, and vendors of the Agency.

WORK ENVIRONMENT:

Full time work week consists of at least 40 hours per week, Monday through Friday, during

normal business hours. Ability to be flexible to work beyond 40 hours and outside of business

hours when needed. Ability to work on site in an office setting and possess the ability and proper

set up to work remotely when necessary.

TRAVEL:

Travel to and from and across office locations is expected.
