TURNAROUND is Hiring a Human Trafficking Regional Navigator Near Baltimore, MD

TurnAround is proactively hiring to fill an upcoming vacancy. We are seeking a candidate who has the experience and ability to work with youth and young adults that are suspected or eligible as victims of human sex trafficking.

The Human Trafficking Regional Navigator position is responsible for implementing this new program that began in November 2020 as a result of the Regional Navigator Program that was created by the Child Sex Trafficking Screening and Services Act of 2019 that was signed into law by Governor Larry Hogan. This law requires law enforcement and local departments of social services to notify the designated Regional Navigator when these entities encounter a youth they have reason to believe may be exploited through sex trafficking.

The Regional Navigator role once they are notified is to then either provide direct trauma informed specialized services or to connect sex trafficking survivors up to age 24, with those necessary services and support.

The Regional Navigator would initiate a multi-disciplinary team approach to provide appropriate intervention to quickly identify youth survivors who are being sex trafficked or strongly suspected of being sex trafficked in the Baltimore County and Howard County area and identify next steps and recommendations for assistance and services.

REGIONAL NAVIGATOR ESSENTIAL DUTIES AND RESPONSIBILITIES

GENERAL

1. Conduct thorough assessments and intake to determine the youth’s eligibility and needs.

2. Implement programming for survivors in Baltimore County area.

3. Assist youth in developing goal plans to achieve autonomy, desired outcomes, and progress in self- sufficiency.

4. Locate and connect survivors impacted by sex trafficking to necessary resources, internally and or externally.

5. Perform duties offsite as determined by funding and the position.

6. Serve clients impacted by one or more victimization as determined by funding and

position.

7. Provide on-call and after hour services as determined by funding and the position.

8. Document notes and other data using agency database system (s). Maintain

all client records.

9. Collect and document data on service impact for funders and other sources using agency database.

10. Knowledgeable about current best practice trends in human trafficking and prevention education strategies.

Regional Navigator Duties:

1. Support minor and adult age survivors up to age 24 of all gender identities that have

been impacted by sex trafficking.

2. Conduct human trafficking screening assessments at various settings in the community.

3. Provide case management services at various settings in the community.

4. Participate in outreach and connect with partner entities and agencies that

support victims of sex trafficking including hospitals, medical centers, department of social services and law enforcement.

5. Coordinate multi-disciplinary, service planning, and follow up meetings.

6. Be knowledgeable in victim rights and laws pertaining to human trafficking

crimes and actively assist the survivor through the legal process.

7. Provide or coordinate court accompaniment/support as appropriate.

8. Assist the survivor to access necessary resources they are eligible to receive including victim’s compensation.

9. Represent the agency at County, City and State coalition, task force and work groups as appropriate.

10. Coordinate with internal outreach coordinators regarding referrals and assist with service planning and recommendations for survivors they are assigned.

ADDITIONAL DUTIES:

Participate in routine meetings regarding the regional navigator program, in training and awareness opportunities to increase the knowledge of various groups on human trafficking.

SUPERVISORY RESPONSIBILITIES: N/A

EDUCATION AND EXPERIENCE:

1. Master’s Degree/Bachelor’s Degree preferred in psychology, social work, human services, or related field. Associate’s Degree considered as minimum with additional relevant work experience.

2. Experience directly working with survivors of human trafficking, working with partner programs and serving youth and young adults.

3. Experience working with related populations or those exposed to trauma.

4. Experience working with populations impacted by mental health, substance abuse, legal and social services systems, and homelessness.

5. Knowledge of community resources and initiatives preferred.

6. Experience in handling crisis situations.

6. Requires strong interpersonal, assessment, and documentation skills.

LANGUAGE SKILLS:

1. Possess professional demeanor and exhibit exceptional teamwork orientation with good written/oral communication skills.

2. Demonstrate person first and person-centered language skills.

3. Bi-lingual skills is a plus but not required (Spanish preferred)

REASONING ABILITY:

1. Ability to mediate issues related to clients, professionals and other constituents.

2. Possess critical thinking skills and judgment on when to seek the Program Manager or other positions for assistance.

TECHNICAL SKILLS:

1. Proficient computer skills to operate email, Internet, Microsoft Office, and ability to navigate database entry software.

2. Ability to learn and navigate technology used on and off work sites (i.e., security systems, video conferencing devices, etc.)

3. Ability to plan, schedule, and organize work independently.

WORK ENVIRONMENT:

Work is conducted at the assigned TurnAround office location and in designated community settings as determined by role. Community settings can include children and juvenile facilities, courthouses, hospital settings, law enforcement offices and other settings as necessary. Work hours are Monday through Friday at 40 hours per week between 9am to 5pm. Staff should remain flexible to working outside of these hours and beyond 40 hours as needed to assist survivors.

TRAVEL:

Local travel is required. Travel to conduct work at settings in the community is expected. There may be travel out of jurisdiction. Must have valid driver’s license and provide personal vehicle. Possible costs involving tolls, parking meters and parking garages that can be submitted for reimbursement.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

1. Possible assistance with lifting of items such as client’s belongings, donations and other items received.

2. Some cleaning and light maintenance are also required of office space.

3. Climbing of stairs. Reliable transportation and walking is necessary as travel between TurnAround office locations and offsite locations that include community providers, hospital, court and other settings.

4. Sustained posture in a seated position for prolonged periods of time.

WORKING CONDITIONS:

The position is exposed to the possibility of vicarious trauma and victim’s trauma by working with clients impacted by human sex trafficking. Other exposure risk includes narcotics, alcohol, pests, Bloodborne Pathogens and other community spread diseases. Must be flexible to accommodate afterhours weekends as needed by the client, agency, and position.
