This position is responsible for acquiring Right of Way for Highway Construction. Contacts owners of right of way to be acquired, explains plans, describes right of way to be acquired, makes monetary offers based on appraisal and damages, and explains how appraisal offer amount was determined. It will be the responsibility of the right of way agent to prepare deeds and easement agreements for the acquisition of right of way on highway projects and secondary roads. This employee will handle relocation assistance for a highway project by assisting displaced residential and business displacees in moving and relocating off the proposed right of way. The employee will assist in moving personal property including signs, billboards, and other items that are associated with the clearing of the project. The employee will assist individuals in locating, purchasing and or renting replacement property.

Employees must be able to contact the public on their property in various settings to advise owners of the effects highway projects will have on their property. Ability to legally drive an NCDOT vehicle. Night and weekend work will be required. If hired, the employee will need to pass an NCDOT course in plan reading and be able to explain highway plans, construction plans and typical sections to property owners and the general public. Must be able to convey to the public the requirements of Federal and State regulations regarding the Uniform Relocation Act. The selected candidate will also be required to obtain a notary license from the North Carolina Secretary of State’s office.

Bachelor’s degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and two years of experience in the general real estate field; or high school graduation and seven years of experience in the general real estate field; or an equivalent combination of training and experience
If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly as the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
