JOB TITLE: ELECTIONS DIRECTORBOARD OF ELECTIONSFLSA: ExemptGENERAL STATEMENT OF JOBPerforms difficult administrative work planning, directing, coordinating and supervising Federal, State, County, municipal and special election processes and staff, ensuring that all voter and election records and files are prepared and maintained in a legal manner, advising candidates, educating voters; preparing and maintaining records and files, preparing reports, does related work as required. Work is performed under the general direction of the Board of Elections. Departmental supervision is exercised over all personnel within the department.Compensation: The starting salary for a fully qualified Elections Director begins at $69,528 a COMPETITIVE BENEFITS PACKAGE. EXAMPLE OF DUTIES
Essential Job FunctionsPlans and directs the operation of the office of the County Board of Elections including the registration, voting and election activities for the County, ensuring proper and efficient conduct of primary and general elections held in the County; ensures adherence to Chapter 163 of the North Carolina General Statutes and other relevant federal, state and local election laws, rules and regulations; prepares correspondence related to registration and elections; performs administrative duties for the County Board of Elections including maintaining Board records, preparing documents and correspondence and notifying Board members of pertinent information. Assigns, directs and supervises activities of personnel, contractual service workers and precinct election officials, ensuring adherence to established laws, policies, procedures and standards; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise. Administers or makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by County management. Supervises and participates in the registration of voters; ascertains that applicants are eligible to register in the County. Maintains knowledge of changes in election laws and regulations; maintains contact with precinct election officials, keeping them informed of changes in election laws pertaining to their duties or responsibilities, and notifying them of all election dates and timetables. Assists the Board in preparing annual budget proposal including operating cost estimates for coming fiscal year; supervises and participates in compiling payroll for election officials and workers; purchases equipment and supplies as needed. Supervises the election process and participates in securing and setting up adequate facilities and equipment at polling places, assigning personnel at polls, posting and publishing notices in compliance with regulations and overseeing the printing of elections ballots according to State Board of Elections and statutory guidelines. Prepares instructional manuals and presents instructional meetings for registrars, judges and assistants, training such workers in proper election procedures. Receives candidates' registration and filing fees for County and State offices and others designated by the State Board of Elections and informs candidates of the laws concerning their candidacy; interprets and explains policies, laws, rules, regulations and procedures pertaining to various aspects of elections to candidates, political party representatives, elected officials, and the general public, as requested; provides campaign reporting materials and explains requirements; reviews and audits campaign reports. Investigates complaints received by Board of Elections pertaining to irregularities in elections, such as fraud or failure of election officials to properly perform duties; attends in voter challenge hearings; documents and presents findings to Board. Utilizes computerized data entry equipment and various word processing, spreadsheet and/or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary; summarizes data in preparation of standardized reports of election returns, voter registration, general voting statistics, absentee balloting, precinct lists, etc.; prepares reports required by the State Board of Elections according to the General Statutes; maintains and distributes such reports, as appropriate. Performs other work as required.

MINIMUM QUALIFICATIONS OR STANDARDSREQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONSPhysical Requirements: Must be physically able to operate a variety of machinery and equipment, including computers, typewriters, calculators, copiers, facsimile machines, voting machines, printers, plotters, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.Interpersonal Communications: Requires the ability to speak and/or signal people to conveyor exchange information. Includes giving assignments and/or directions to subordinates or assistants.Language Ability: Requires the ability to read a variety of correspondence, forms, reports, invoices, maps, state statutes, applications, etc. Requires the ability to prepare correspondence, billing statements, purchase orders, procedures, guides, ballots, notices, performance appraisals, lists, manuals, reports, forms, lists, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including computer and legal terminology.Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals.Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.Color Discrimination: Requires the ability to differentiate between colors and shades of color.Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Thorough knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations. Thorough knowledge of electoral procedures and policies as set forth by the State Board of Elections and General Statutes. General knowledge of the principles of organization, supervision and administration. General knowledge of the common requirements, policies and procedures of the news media regarding information pertaining to voter registration, elections and election results. Ability to use common office machines, including popular computer-driven word processing, spreadsheet, statistics, and file maintenance programs. Ability to perform assignments on the basis of general outlines or directions with specific instructions as to details, and to perform continuing assignments independently. Ability to type at a moderate rate of speed with accuracy. Ability to exercise independent judgment and initiative in carrying out assignments. Ability to plan, direct and coordinate the activities of subordinate employees and various precinct workers. Ability to work long hours in preparation for and on election days. Ability to exercise considerable tact and courtesy in frequent public contact. Ability to establish and maintain effective working relationships as necessitated by work assignments.
